CONTEXT Engineering is uniquely placed to help address global challenges such as those surrounding the climate crisis, and the sustainable use and management of resources. However, studies have found UK engineering companies that have adopted sustainability strategies do not have enough staff with the skills to achieve them. The construction industry consumes up to 50% of mineral resources excavated from nature, generates about 33% of CO2 present in the atmosphere and is responsible for 40% of total global energy through both construction and operation of buildings. The global buildings sector is now responsible for 40% of final energy consumption as well as accounting for 33% of energy-related carbon dioxide emissions. This has resulted in a growing urgency to address energy and emissions from buildings and construction, to meet restrictive 2020 targets as specified by the European Union (EU). The Irish State in recent years has suffered huge financial losses in the public works sector, which has now pushed the Irish Government to explore new ways of controlling cost. This background lead to the introduction of the Capital Works Management Framework in 2007 which aimed to support the certainty of outcome in terms of cost and quality, as well as improved risk management, through the implementation of fixed price contracts. The Capital Works Management Framework (CWMF) is a structure that has been developed to deliver the Irish government’s objectives in relation to public sector construction procurement reform. This research provides practical guidance and assistance for construction cost professionals in carrying out Whole Life Cycle Cost Analysis (WLCCA) and producing Life Cycle Cost Models(LCCMs) under the CWMF. The research outlines how LCCA calculations can be carried out for cost planning purposes and recommends a standard methodology for presenting LCCMs under the CWMF. In this paper, we describe the lessons learned, and determinants of quality, from two Atlantis programmes. Additionally our two student authors will share key student perspectives relevant to student mobility: (1) before they visited the partner university, (2) while they were studying at the partner university and (3) after they returned to their home university. Purdue University and the Technological University Dublin, together with the Hochschule Darmstadt and Pennsylvania State University, were successful in securing an Atlantis mobility grant [1] for four years to support student and staff mobility between the United States and Europe.
