Wavelet based image coding has been shown to be an effective method, especially at low bit rate. Two successful approaches, space-frequency quantization (SFQ) and set partitioning in hierarchical trees (SPIHT) were proposed to predict insignificant wavelet coefficients. However, both of them employ a simple scalar quantization scheme instead of powerful vector quantization for coding of the significant wavelet coefficients. In this paper we propose a new image coding method that combines the SPIHT type set partitioning technique with classified vector quantization. This paper introduces a new approach for determining the most likely initiation points for landslides from potential instability mapped using a terrain stability model. This approach identifies the location with critical stability index from a terrain stability model on each downslope path from ridge to valley. Any measure of terrain stability may be used with this approach, which here is illustrated using results from SINMAP, and from simply taking slope as an index of potential instability. A combined wing and propeller model is presented as a low-cost approach to first-cut modeling of slipstream effects on a finite wing. The wing aerodynamic model employs a numerical lifting-line method utilizing the 3D vortex lifting law along with known 2D airfoil data to predict the lift distribution across a wing for a prescribed upstream flowfield. The propeller/slipstream model uses a blade element theory combined with momentum conservation equations. Ladar systems are an emerging technology with applications in many fields. Consequently, simulations for these systems have become a valuable tool in the improvement of existing systems and the development of new ones. This paper discusses the theory and issues involved in reliably modeling the return waveform of a ladar beam footprint in the Utah State University LadarSIM simulation software. Emphasis is placed on modeling system-level effects that allow an investigation of engineering tradeoffs in preliminary designs, and validation of behaviors in fabricated designs. This paper documents the design process used for a small autonomous surveillance UAV. The most significant requirements for the plane were size (man-packable), endurance (about 1 hour) and cost (essentially disposable). The plane that resulted, named "Iris", is a tailless plane with a 45 cm wing span and a total mass of less than 200g. During flight tests, it achieved an endurance of 52 minutes. The estimated cost to manufacture the planes was $343, excluding the autopilot.

Over the past 40 years there have been several initiatives by leaders in the profession to make revolutionary changes in philosophy, curriculum, methods, and facilities in the transition from industrial arts to technology education. The transition to technology education has been grounded in the dramatic changes that technology and technological innovations have brought to all aspects of society. It has been postulated that to fully participate in a technologically-based society, people must be technologically literate (Pearson & Young, 2002). Initiatives to integrate engineering design within the field of technology education are increasingly evident (Lewis, 2005; Wicklein, 2006). Alliances between technology education and engineering were prominent in the development of the Standards for Technological Literacy (International Technology Education Association, 2000), and leaders from both disciplines have expressed support for the outcomes described in the Standards (Bybee, 2000; Council of the National Academy of Engineering, 2000; Dugger, Meade, Delany, and Nichols, 2003; Gorham, Newberry, and Bickart, 2003).
