This spring, Florida held the nation’s first statewide emergency preparedness training and exercises geared specifically to the aftermath of severe geomagnetic events. Funded by the State of Florida Division of Emergency Management (FDEM) via a Department of Energy grant and held in collaboration with Watch House International, Inquesta Corporation, and the Florida Institute of Technology, the 17–19 April 2012 workshop had 99 on-site attendees in an oceanfront hotel in Melbourne, Florida, as well as 16 over live Web streaming. The workshop was the capstone to a three-month season of 21 regional space weather training sessions and workshops serving 386 attendees …
The Social Media Spectrum, Laurie J. Van Leuven
The Social Media Spectrum, Laurie J. Van Leuven
CUP Faculty Research
When it comes to social media practices within the realm of homeland security and emergency management, one thing is clear: There is no “one size fits all.” Every organization could be charted to fall on a different point along a diverse spectrum of possible goals, strategies, and tactics. But it may likely be an organization’s attitude, culture, and structure (not the complexity of their approach) that best determines the success rate of their efforts.

Identifying Factors That Influence Terrorist Decisions And Target Selection, Barry C. Ezell, Joshua Behr, Andrew Collins
Identifying Factors That Influence Terrorist Decisions And Target Selection, Barry C. Ezell, Joshua Behr, Andrew Collins

Currently, the U.S. Department of Homeland Security (DHS) elicits probabilistic judgements from the intelligence community on actions terrorists may take to attack the continental U.S. For example, how likely is the adversary to choose agent 'x' over 'y' or target 'a' over target 'b'? Eliciting these types of judgements is difficult and time consuming. The National Academies and others have suggested that a better approach may be to elicit information on adversary's preferences, perceptions, and capabilities and use this information to calculate probabilities of interest to DHS. Some terrorist groups are thinking about using weapons of mass destruction (WMD), each …
Leveraging Learning To Improve Disaster Management Outcomes, Denise D. P. Thompson
Leveraging Learning To Improve Disaster Management Outcomes, Denise D. P. Thompson
Publications and Research
Disaster management agencies should be exemplars of learning given the volatility of their operating environment. However, there are cognitive, social, and organizational barriers that prevent these organizations from learning. The purpose of this article is to use the Caribbean Disaster and Emergency Management Agency (CDEMA) as an example of an organization that achieves double-loop learning in spite of known barriers. This research shows significant learning variations in the CDEMA organization from the regional to the national level. The results demonstrate that the CDEMA Coordinating Unit and a few national member agencies achieve double-loop learning, while the opposite is true for …
Oil Spill Preparedness In The Baltic Sea Countries, Jonas Pålsson
Oil Spill Preparedness In The Baltic Sea Countries, Jonas Pålsson
Baltic Master II
The Baltic Sea is one of the world’s busiest waterways. An estimated 9 % of the world’s trade and 11 % of the world’s oil transportation passes through Baltic waters. It is estimated that this will increase by 64 % between 2003 and 2020. For example, the oil transportation has increased by 133 % between 1997 and 2008 and is now over 250 million tonnes per year. Plenty of shallows and narrow passages make parts of the Baltic Sea difficult to navigate. There are around 130 accidents each year, with 10 of these leading to pollution, mostly of oil. The …
Razing Lafitte: Defending Public Housing From A Hostile State, Leigh Graham
Razing Lafitte: Defending Public Housing From A Hostile State, Leigh Graham
Publications and Research
The contentious politics of the demolition of Lafitte public housing in post- Katrina New Orleans and its replacement with mixed-income properties is a telling case of the strategic conflicts housing advocates face in public housing revitalization. It reveals how the qualified outcomes of HOPE VI interact with local institutional and historical circumstances to confound the equity and social justice goals of housing and community development advocates. It shows the limits to public housing revitalization as an urban recovery strategy when hostile government leadership characterizes a region, and the state is recast as an adversary rather than revitalization partner. This case …

A Study On Ship’S Routeing And Port Zoning Audit Scheme For Eradicating Or Reducing Circumstantial Factors Of Marine Casualties And Incidents, In Chul Kim
World Maritime University Dissertations
This dissertation is a study on Ship’s routeing and Port zoning Audit Scheme (SPAS) for eradicating or reducing risky circumstantial factors of marine casualties and incidents in coastal waters. It aims to show methods of preventing marine accident from the human element, and to discuss the further development for the maritime safety system of the Republic of Korea as the world’s first compulsory scientific audit scheme on ship’s routeing and port zoning. At the outset, this study intended to review the statistics of marine accidents to analyse which causes and places should be focused on to secure maritime safety. It …
Disaster Management Issues Of Pakistan : An Analytical View For A Viable Way Forward, Bashir Ahmad
Disaster Management Issues Of Pakistan : An Analytical View For A Viable Way Forward, Bashir Ahmad
Business Review
Disaster management is a dilemma in Pakistan; despite having experienced number of natural and manmade disasters in its short history, we are far off from the satisfactory arrangements. With all the policies and strategies worked out in apparent details/claims, we fall prey to paralysis at the time of occurrence. The point of concern is collapse of the system when it is required to put to practice. This leads to chaotic situation whereby despite having abundance inflows of resources/ means, our management system at the site of occurrence fails to respond. This research paper aims at detailed analysis of the issue …
Evacuee Route Choice Decisions In A Dynamic Hurricane Evacuation Context, R. Michael Robinson, Asad Khattak
Evacuee Route Choice Decisions In A Dynamic Hurricane Evacuation Context, R. Michael Robinson, Asad Khattak
VMASC Publications
Very high traffic volumes may lead to extensive congestion during hurricane evacuations. Evacuation planners reduce this congestion by careful planning for multiple hurricane scenarios and assignment of evacuation routes and timing. This planning may be for naught if obstructions block key roadways. An advanced traveler information system (ATIS) may be used to guide evacuees to alternate routes, but how effective will that guidance be? Should the use of alternate routes be encouraged? How are drivers likely to respond to delays and information? Will information shorten or improve the reliability of travel times in emergency conditions? Integration of a dynamic evacuation …
