Community Resilience In Vermont After The 2023 Flooding Event, Alex Poniz

Family Medicine Clerkship Student Projects

Between July 10th-11th 2023 Vermont experienced catastrophic flooding after receiving prolonged heavy rainfall of up to 9” over 48 hrs. Damage from the 2023 event rivals the historic destruction of Hurricane Irene in 2011 and is exceeded only by the Great Vermont Flood of 1927, an event predating modern flood controls. We collected oral histories from Vermonters to better understand their lived experience of the flood and its impacts, and identifed common themes related to community and individual resilience.

In 2019, the National Center for Education Statistics (NCES), reported an average of 28,000 crimes on college campuses across the United States. The University of Nevada, Las Vegas (UNLV) has taken measures to address campus safety through their app, RebelSAFE. However, there is little research showing how effective such apps are in aiding students through emergencies. This study aims to evaluate the usability of RebelSAFE through usability testing and surveys.

As indicated in the 2018 National Defense Strategy and evolving Multi-Domain Operations doctrine, the assumption the homeland will provide a secure space for mobilization and deployment is no longer valid. This integrated research project goes beyond affirming this assumption and contributes to efforts to mitigate the concerns a contested deployment entails.

Despite research findings that show the benefits of being prepared for hazard events, studies on hazard preparedness report that individuals, communities, and businesses are often poorly prepared. Several studies have determined that various factors and contexts (individual, environmental, social), social messaging, social influences, and information sources can play an important role in determining how a community prepares for and responds to a hazard (Wachinger et al., 2013; Paton & McClure, 2013; Lindell & Perry, 2012; Paton, 2007).

The communal nature of long-term care facilities (LTCFs), and the population served which includes older adults often with underlying medical conditions, put those living in LTCFs at increased risk of infection and severe illness from COVID-19. The hurricane season approached just a few months after the COVID-19 outbreak and necessitated swift emergency management response. Effective emergency management saves lives. The role of an emergency manager is to implement policies and practices to ensure disaster preparedness, mitigation, response, and recovery to promote community resilience; however, there are many factors that may hinder goal achievement. The False Alarm and Desensitization Model explores this concept by illustrating how evacuation behaviors and risk perceptions are influenced by individual experiences. Specifically, the Model demonstrates how disaster event false alarms and desensitization decrease the likelihood of adequate response during subsequent events.

The purpose of this research is to examine emergency preparedness in nursing homes within the Hampton Roads region. In 2016, the Centers for Medicare & Medicaid (CMS) added specific emergency preparedness requirements to the existing fire safety requirements for regulated nursing homes. The Emergency Preparedness rule outlines regulations for states and long-term care facilities in four core elements: risk assessment and emergency planning; communication plan; policies and procedures; and training and testing. The Baltic Sea is one of the world’s busiest waterways. An estimated 9% of the world trade and 11% of the world oil is transported through Baltic waters. Data show a 20% increase between 2005 and 2011 through the Skaw. However, shallows and narrow passages make parts of the Baltic Sea difficult to navigate. There are around 130 accidents each year, with 10 of these leading to pollution. During the September 11, 2001, terrorist attacks and the 2005 Hurricane Katrina disaster failures in communications and information sharing occurred among public safety agencies. These communication problems led to the loss of lives, the destruction of property, and the delay of timely medical assistance. Results indicated that while standard operating procedures have changed since the September 11, 2001 terrorist attacks and the 2005 Hurricane Katrina disaster, there is still a need for greater emphasis in regards to training, interoperability, and shared resources among public safety agencies
