Gender and Disability: An Exploration of Reflective Practice for Protection and Access Amid Complex Emergencies is a qualitative research project exploring under what conditions and in what ways disabled persons’ organizations (DPOs) effectively protect and provide access to women and girls with disabilities amid complex emergencies. The study upheld a participatory approach and rights-based framework, emphasizing that authentic inclusion requires centering disabled voices in research. Drawing on extant research, grey literature, and data collected from online practitioner questionnaires and semi-structured interviews, the study conducted a multi-phased reflexive thematic analysis. This project explores cities as urban ecologies of communication in which crises emerge and are given significance within the dialogic relations cultivated among public actors attempting to make a living, together, within the shared historical-cultural contexts of everyday life. To describe cities as urban ecologies of communication is to describe them in terms of urban communication and its interdisciplinary foundations in the study of rhetoric, philosophy, planning, policy, architecture, sociology, geography, and media. School leaders play a key role in the critical functions of emergency response in a school system, including purposefully sustaining safe, secure, and healthy learning environments for all students before and after a disaster. Despite these values, school leaders remain underprepared and often unaware of the vulnerabilities associated with weather, climate, and other disaster events and the potential threat that climate change poses to both student achievement and access to education. This thesis paper strives to identify the relationship between Medicaid expansion and Emergency Department use. I use a Monte Carlo simulation for demonstrating the endogeneity problem and a copula model using the Oregon Health Program (OHP) data to show the previous literature has exaggerated the causal relation between Medicaid expansion and Emergency Department use. This paper can be divided into two parts. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. Emergency management coordination in the United States has fallen victim to over a century of strategies to organize, reorganize, consolidate, or decentralize disaster preparedness, planning and response. Regardless of the agency in charge at the federal level, individual citizens have been responsible for their own well-being immediately after any disaster or emergency event for more than 100 years because it takes time to mobilize and deliver aid. Catastrophic natural disasters remain a constant and recurring mortal threat to people around the world. Since prevention of the events themselves is impossible, it is important to examine those factors which can reduce the loss of life and enable successful recovery. We intuitively expect good governance to be one of these factors. This paper discusses the concepts of governance and long-term disaster recovery and the difficulties inherent in numerically capturing these qualities. It explores the correlation between governance indicators and three development and economic measurements of recovery. Three case studies are used to qualitatively and anecdotally address the topic.

In the event of a bioterrorist attack, emergency departments are considered the first line of response for all acute levels of care. This study focused on hospital emergency departments in Florida and the activities, policies, and procedures involved in preparing for a bioterrorist attack. Hospital size, location, and system affiliation were related to attaining these levels, and their impact was assessed. Through a cross-sectional survey design, the physical properties of the 77 hospitals (i.e. facilities, equipment, communication systems, etc.), and the social characteristics of the organizations (managerial functions including: planning, training, financial, and environmental characteristics) were examined.
