This dissertation examined the leadership strategies used by rural, public-school superintendents in the Central Appalachian region of Eastern Kentucky during and following the flood of 2022 that was considered a natural disaster. The context of this study was framed by a 1 in 1000-year flooding event that devastated school districts and communities in Eastern Kentucky. The geographic boundaries of this study were limited to school districts that were part of counties identified as “Appalachian” by the Appalachian Regional Commission (ARC). The teaching profession within P-12 education has more beginners in the field than ever before, growing the profession by 48%, which outpaces the 19% growth in student enrollment. The most common teacher among all practicing in America’s schools is someone in her or his first year of teaching. The decreasing levels of experience in the profession has led to increased rates of attrition because beginners have the highest attrition rates with up to 50% leaving the field within the first five years. In 2010, Tennessee’s 106th General Assembly passed the First to the Top Act (2010), a companion legislation for the federal Race to the Top Act (2009) program launched by the Obama Administration. A provision of this state law required that half of teacher and principal evaluations be based upon student achievement, which included a component of required continuous academic growth. For school districts whose students scored at the highest academic performance levels, the continuous growth component would negatively impact their teachers’ and principals’ annual evaluations. The modern school superintendent fulfills a unique role in the American public education system. He or she is structurally empowered as the de facto head of the local educational system, thereby granted with a certain amount of trust and authority regarding educational issues. At the same time, the superintendent is, in most cases, an employee of a politically appointed school board. Schools have a responsibility to prepare students for the 21^st century because the global economy demands a workforce that can adapt to a constantly changing and increasingly complex environment. High-stakes accountability for student learning is the United States’ strategy to ensure that schools adequately prepare students.
