The purpose of this project is to create a handbook describing services available in the Sumner School District and researched based practices for elementary administrators and teachers to use when working with students and families of poverty. The McKinney-Vento Act in the United States protects families to ensure that all students have immediate access to school-linked services, including free breakfast and lunch, as well as transportation needs for getting to and from school. School community is critically important for healthy adolescent development. School connectedness has been found to be even more powerful than family connectedness in terms of protection against acting out behaviors in adolescence (Harrison & Narayan, 2003 ). Increasing student involvement in urban elementary settings through student government would unify students, communities, parents and staff. Establishing a student government in an urban school setting promotes student voice, student interest and helps tie community and staff together. The importance of belonging is essential in providing a safe and productive educational environment.

This master's project provided a teachers~ handbook to assist in establishing a cross-age tutoring program. In addition to a philosophy statement and a review of the literature, this project also .provided forms for implementing the program and materials for training the tutors. This manual was prepared for use in an elementary school setting and contains a step-by-step approach to establish a cross-age tutoring program.

The interrelationship of clinical supervision and peer coaching strategies to improve instructional effectiveness were studied. A peer coaching in-service program, detailing coaching procedures and activities, was developed and implemented in the social studies department at Mount Si High School. The results of the program showed that peer coaching can be utilized by teachers to assume greater leadership and responsibility in the area of instructional improvement.

The transition from student teacher to becoming a professional teacher can be a very trying experience. Research, interviews and studies were done to point out problems beginning teachers have in their first year of employment. Due to these problems, beginning teachers need to know where to go for help. Administrators, secretarial services and custodial services can be very beneficial to aid the beginning teacher in the first year of employment. The aim of this project is to create a handbook for beginning teachers in the Walla Walla School District with the research discussed.

The total leadership program at Cashmere High School was evaluated and a detailed outline and explanation of its' program was established. The evaluation provided Cashmere with a realistic view of its' entire leadership environment and the study resulted in a leadership structure guideline by which any secondary school could develop a positive leadership program.
