This body of work contributes to the exploration of the intended and unintended consequences of the policy levers, referred to as education accountability policy, that have driven entire systems toward the inclusion of student performance data into educator performance ratings and the impact on the profession. Only from an extensive understanding of where we have been can a reimagined path forward be born to serve our youth and society better. This study is a critical analysis of the funding distribution of the 2019-2020 Pennsylvania Commission on Crime and Delinquency (PCCD) School Safety and Security Grant (SSSG) to identify if there is evidence of inequity in the grant's funding distribution. It used a theoretical framework that includes a transformative paradigm with trauma informed social policy as a theoretical lens, with the conceptual lenses education debt and distributive justice, applied to a concurrent mixed methods design. The research followed a QuantCrit methodology, and the features of a critical policy analysis were used to present the findings.

This study will explore the EL policy implementation process and offer evaluative feedback by systematically reviewing the history of US federal educational language policy and its impact on schools and classrooms, as well as the role research, has played in the development of EL policy. Additionally, this study will explore how current language policy implementation impacts programming and practices in both the UK and the US through two separate case studies, as a means of providing evaluative feedback on the policies.

The graduation rate of English Language Learners (ELL) is lagging behind the general school population graduation rate. The purpose of this study is to address the needs of ELL students for improving the graduation rate of ELL students. The context of this inquiry is a high school with a large ELL population located in one of the state’s largest school districts. Institutional crisis management is becoming more relevant with every passing tragedy and crisis event. This study utilized a modified existing survey to collect quantitative data from students attending a large four-year public research institution located in the Southeastern region of the United States. A stratified random sample of commuter students and non-commuter students was analyzed to compare statistical similarities and differences between the groups. The largest group of student respondents were full-time, freshmen, female, involved, and currently live on campus. Three essays focus on the various measurements of school quality and its importance in motivating people's location choices, their interest in school improvement, and their ability to fund additional school expenditures. The first essay examines hedonic housing price studies to dissect the mixed evidence on whether school quality affects housing prices. The chapter employs meta-regression analysis on 48 studies and finds that studies which measured school quality using any of eight measures, including educational expenditures, tend to find a positive correlation with housing prices. Additionally, published studies tend to find a higher correlation than unpublished studies. The second essay aims …

Measuring the effectiveness of the Response to Intervention (RtI) framework has become a more urgent need in the broader context of educational policy and the high stakes associated with school improvement. In order to meet these needs, the systematic development of a series of RtI rubrics was initiated within the state of Colorado to support districts, schools, and educators with the implementation of the RtI framework. Few aspects of school are as controversial as the practice of grading, for grades affect students' educational opportunities. The purpose of this study was to identify the practices Catholic high-school teachers employed in determining students' grades. The study investigated the extent to which academic achievement comprised the grades teachers reported, and the extent to which teachers' practices are consistent with their expressed purposes for grading. The study also explored the extent to which Catholic teachers' grading practices are consistent with their schools' purpose for grading. Reading First was a federal initiative aimed at improving reading instruction and implementing programs and strategies grounded in scientifically-based reading research. The legislation was predicated on research findings that high-quality reading instruction and intervention in the primary grades significantly reduces the numbers of students who experience difficulties in later grades. This study examined the Reading First program at an elementary school in southeastern Virginia from 2006-2008. Specifically, the researcher investigated the impact of the independent variable, the tier three model of intervention on K-2 student reading achievement. The study participants were public schools that have completed the fourth cycle Missouri School Improvement Program in Missouri. Student Rights: U.S. Supreme Court Cases-- Their Implications For And Implementation In Washington Schools, Angela Dawn Ramsey

The relationship between national litigation and state legislation was studied. Seven areas of student rights were used in categorizing Washington State's educational laws and policies, and twenty-three precedent-setting United States Supreme Court cases. The results showed support for the hypothesis that national litigation impacts state legislation in educational policy-making. Implications for and impact that this has upon the future are discussed.
