The project examined key elements of success in large high school conversions to smaller learning community complexes. The review of current research found that the mere act of making schools smaller by size of staff and student population is not enough of a structural change to affect student learning and achievement. Six defining characteristics of a small school were identified as key elements to a learning community that can demonstrate success by significantly improved graduation rates, testing scores and college applications and acceptances. The purpose of this project was to design a conceptual set of guidelines and considerations for the development of Elementary Charter Schools in the State of Washington. To accomplish this purpose a review ofliterature related to charter schools and their development was conducted followed by a mail reply survey. A wide variety of sources, including journal articles, books, newspaper reports, interviews, and printed material (organizational by-laws, school pamphlets, etc.) from existing charter schools across the nation were studied and synthesized into the findings. As a result of this study a comprehensive conceptual set of guidelines were developed.

The purpose of the project is to create a systematic procedural manual for the disciplining of students protected under the mandates of Individuals with Disabilities Education Act (IDEA). Research on the IDEA Amendments of 1997, as it pertained to the disciplining of students with disabilities was studied. A procedural manual, for administrators, and teachers was created. The manual includes case histories, which helped develop the discipline changes in IDEA Amendments of 1997. It also includes information and sample forms, which can be used to help navigate the discipline process.

After moving to a new master schedule that supported integrated teaching teams, specialist teachers at Mt. Baker Middle School, Auburn School District, Auburn, Washington, experienced a disparity in work load from teachers of core subjects. The writer set out to construct a modified master schedule for use at Mt. Baker that alleviated the concerns of specialist teachers while keeping integrated teaming intact. The purpose of this project was to determine the statistical relationship between the importance of clinical supervision practices and the frequency of their use. To accomplish this purpose, a review of the current literature and research regarding clinical supervision practices was conducted. In addition, seventy-five principals and assistant principals rated the importance and frequency of clinical supervision practices as identified in the literature. A descriptive study was conducted by means of a questionnaire to determine what the Kennewick School District teachers and principals perceived the official district policy to be regarding nonpromotion of a student. The results showed that principals had a clear understanding of the policy while half of the responding teachers did not. Retention practices were investigated and it was found that 74 students were retained for the year 1987 by teachers, with principals reporting 31 retentions district-wide. Criteria for nonpromotion decision making was identified and ranked in order of frequency used by both teachers and principals. Communication of the district …

This paper focused on the public school administrator in Washington State, whose primary function was that of chief business official. The study was designed to produce an overview of his educational role. Broad areas examined included his distribution, status, personal characteristics and qualifications, job responsibilities, salary, and certification attitudes. This study examines the effects of school reorganization in Upper Kittitas County on school costs, program, and construction. It determines the effect consolidation had on the attitudes of school district patrons, and whether pre-consolidation promises had been kept. This study determines that costs have risen, pupil-teacher ratios have improved, curriculum offerings have expanded, and new school building has occurred. The study finds little change in the attitude of school patrons, and determines some promises were kept, but many were not.
