The plan was designed to empower students, parents, staff, and community members by defining bullying to give tips on how to prevent bullying, to provide statistics, and to give more resource support to students and parents as well as teachers. Readers' Theatre is a wonderful teaching tool in which students practice and rehearse scripts in order to put on plays in front of an audience. The focus is on word accuracy and expression in reading without having to memorize lines. Studies have shown that Readers' Theatre can strengthen oral reading fluency by repeated readings, and increase confidence and motivation to read as students learn to read their parts with fluency and precision. The review of current research found that orchestrated immersion, relaxed alertness and active processing were integral for an effective brain-based pedagogy that increased student achievement. Research in the process of balancing the reading curriculum was read, evaluated and summarized. This research showed the need for further study in the areas of shared reading, guided reading, independent reading, and responding to literature; as combining these four components create a balanced reading program. In a balanced approach students receive skill and strategy instruction in addition to reading and responding to authentic literature. Howard Gardner's theory of Multiple Intelligences involves eight different ways to learn (linguistic, logical-mathematical, visual-spatial, bodily-kinesthetic, musical, naturalistic, interpersonal and intrapersonal). These categories of intelligence, along with the guidelines of Washington State's Essential Academic Leaming Requirements, were applied to thirty lessons that were derived from the fifth grade curriculum at Tieton Middle School in Tieton, Washington. The review of literature showed that school systems that have tried a comprehensive values education plan are finding some pro-social results from their programs.
