Implementation Of The Focus Act In Tennessee: A Case Study, Carol Byrd Clark

The purpose of this single-case holistic descriptive case study was to document and describe the implementation of the FOCUS Act from the perspective of presidents and senior leaders at the Tennessee universities that transitioned from system-level governance by the Tennessee Board of Regents to governance by institutional boards of trustees. The decentralization of governance mandated by the FOCUS Act is an infrequent occurrence in higher education and presented a unique opportunity to examine how the universities prepared for the governance change and how university leaders viewed the governance change after implementation.

The first aim is to establish strategies that can guide community colleges interested in the implementation of a mandated First Year Experience course as well as to identify barriers community colleges may encounter to help them move from desiring a mandated student success course to acting to create one. Perceptions Of Rural High School Professional School Counselors Regarding The Impact Of Strategies To Help At-Risk Learners Graduate, Beth Duvall Fleming

The purpose of this research was to study the perceptions of school counselors regarding the impact of the school counseling program, interventions, and other strategies to help at-risk learners persist to graduate. A qualitative research design employing an interpretive phenomenological analysis methodology was used. Semi-structured interviews with open-ended questions allowed the respondents to share insights into the thoughts, feelings, and perceptions of their individual experiences as school counselors. The results suggest students with various risk factors choose not to persist to graduate, transferring to homeschool or withdrawing from school as a dropout.
