Charter schools are public schools that operate free from some government regulations in return for a commitment to achieve a set of student outcomes specified in their charter. Nearly 8,000 public charter schools enrolled 3.7 million students in the U.S. in 2020-21. Our team has studied charter school funding across the United States since 2005, consistently finding that, in major cities, charter schools receive less funding per pupil compared to traditional public schools (TPS). We have also found that charter schools use their funding more efficiently, achieving better short- and long-term outcomes per dollar invested, relative to TPS.

For the last twenty years, nearly every flagship university in the U.S. has been decreasing its share of in-state students and enrolling more students from out of state, a phenomenon I call the “Great Student Swap.” Using data from the Integrated Postsecondary Education Data System (IPEDS), I examine every “flagship” public university by comparing incoming first year students from 2002 through 2018 (those who would have graduated in the spring 2022 assuming the traditional four-year timeframe for completion). Three decades after the first charter school law passed in the United States, myths about these public schools not only persist but continue to fuel strong claims and divisive debates. Commentators point to education management organizations (EMOs), for-profit organizations which manage or operate a network of charter schools, as examples of private entities supposedly profiting off public education.

In February 2021, Victoria Jackson and Matt Saenz of the Center on Budget and Policy Priorities published a report titled, “States Can Choose Better Path for Funding Higher Education Funding in COVID-19 Recession.” The report presents data on changes in state spending for higher education, and tuition costs for all 50 states between 2008 and 2019. This fact sheet explores data on higher education budget cuts and changing tuition costs for four-year institutions and community colleges in the Mountain West (Arizona, Colorado, Nevada, New Mexico, and Utah).

This paper examines the effect of a state-financed merit-aid scholarship—the Arkansas Academic Challenge Scholarship (ACS)—on post-secondary outcomes at a large university in Arkansas. Exploiting scholarship eligibility requirements, we implement a fuzzy regression discontinuity design to identify the scholarship’s causal impacts on college outcomes. The analysis focuses on currently enrolled sophomores, juniors, and seniors who receive the scholarship to investigate the broad impacts of receiving money at nontraditional points in an individual’s college trajectory. Findings indicate small, negative impacts of scholarship receipt on short-run outcomes such as GPA and credit accumulation, but large statistically significant declines in the likelihood of graduating …

In 2008, legislation passed to dramatically increase a small merit-aid program—the Arkansas Academic Challenge Scholarship (ACS) using newly created funds from the Arkansas Lottery. The expansion of this program created three unique groups of students eligible for funding: Prior Recipients, Traditional Recipients, and Current Achievers. Recent research from the Department of Education Reform at the University of Arkansas investigates how the scholarship influenced student outcomes for Current Achievers, who were already enrolled in college at the time the money was distributed. Historically, public education spending in the United States has risen at a steady rate. In 2017-2018 alone, policymakers spent over $780 billion on the public education system. The intent behind education spending is to create more and better opportunities for students to excel academically, thereby improving their life trajectories. However, looming future challenges such as underfunded teacher pension liabilities suggest that policymakers should “economize” their spending wherever possible. Charter schools have been a part of the educational landscape in New York City since the first New York charter school opened in Harlem in 1999. We define a charter school as any school that (1) operates based on a formal charter in place of direct school district management and (2) reports its finances independently from the school district. We define all other public schools as district schools. The main goal of this research paper was to examine whether the New Hampshire funding system of public education is effective in providing equal educational opportunities to all children. The findings from the quantitative and qualitative analyses of this research study suggest that, despite a historically increasing role of the state government, New Hampshire’s funding system of public education has not proven to be effective in providing the opportunity of an adequate education to students in poor districts, and gaps in student achievement persist between poor and wealthier districts. In early 2003, the Bush administration proposed and Congress considered two types of highly controversial structural reform to Head Start, the federal program that since 1965 has provided early education and comprehensive health and social services to low-income preschoolers and their families.
