In the evolving Canadian landscape, permanent residency acquisition has undergone a transformative shift from land sales to educational credential procurement. Canadian higher education markets post-secondary qualifications to international students (IS) seeking migration routes, posing nuanced challenges. The study addresses the widening income and racial access gap in higher education resulting from enrollment management teams’ operationalization of academic capitalism. The systemic denial of mortgages, loans, and other financial services to specific neighborhoods on the basis of race, a practice known as redlining, has continued to have a disproportionately negative effect on communities of color since its inception in the 1930s. The contemporary impacts of redlining can be seen in ongoing disparities in household income, property values, generational wealth, and more. Educational segregation has been increasing across public elementary schools in Uruguay producing negative effects on students’ outcomes, performance, and opportunities. It also affects social cohesion. Previous studies detect the presence of educational segregation in Uruguay, identify the predominance of socioeconomic segregation in education in the country, and study the relationships between public and private institutions. The problem in the current basic qualitative study was that elementary principals were challenged to implement a district-mandated educational equity policy. The purpose of this qualitative study was to explore elementary principals’ experiences implementing a district-mandated educational equity policy. The conceptual framework for this study was transformational leadership theory. Many universities and K-12 public school systems express a significant, formal commitment to the ideals of diversity, equity, and inclusion (DEI). Relative to the emphasis on DEI in America’s educational institutions, however, there has been little research describing DEI trends and evaluating the efficacy of DEI bureaucracies. This three-chapter dissertation examines DEI trends that have been the subject of much discussion—but rarely studied empirically.

This dissertation examines the policy requirement of site-based expenditure reporting which is a requirement of the newest reauthorization of the Elementary and Secondary Education Act of 1965, the Every Student Succeeds Act. For the first time, the federal government has required school districts to report site-level expenditure data publicly. In Illinois, the tool used to meet this federal reporting requirement is Site-Based Expenditure Reporting. In this study, I focus on how school finance leaders understand, process, and implement the site-based expenditure reporting requirement while considering concepts of equity and adequacy. The researcher conducted one-on-one informational interviews with current and former BGSU Honors College students. The researcher then utilized this qualitative research in planning and recommending programming to support at-risk Honors students. By at-risk Honors students, the researcher refers to members of historically underrepresented groups such as students of color, LGBTQIA+ students, and international students. Although the Honors College aims to provide its students with ample resources and opportunities, it must place a greater emphasis on making sure it is properly supporting its at-risk students. Despite attention given to the increasing diversity in higher education, greater barriers to college access and degree attainment exist for many minoritized groups in comparison to dominant groups. Research illustrates that campus climate for diversity, a systemic concept, plays a critical role in the success of minoritized groups. Additionally, institutional accreditation is a critical process, and it may be a catalyst for systemic change. However, there is little research on the relationship between the regional accreditation process and institutional change, with even less research on the impact of accreditation on campus climate for diversity.

Over the last three decades, state governments have been challenged by financial recessions. With limited resources, it is not surprising that taxpayers demanded greater accountability over state funds, and neoliberalism, a political ideology that prefaces a strong economy and individual marketplace choices, spread. Scholars have argued that performance based funding (PBF) policies for higher education, which ties financial resources to specific metrics of achievement, is a result of that spread. This article demonstrates how to use three neuroeconomics games adapted from game theory— the Ultimatum Game, the Trust Game, and the Public Goods Game—in school leaders’ decisionmaking training. These three games have been commonly used in the emerging field of neuroeconomics—an interdisciplinary field intersecting behavioral economics, psychology, and cognitive neuroscience. For each game, I first outline how to play it in the training of school leaders’ decision making, followed by the constructs relevant to leaders’ decision making, including fairness, justice, inequity aversion, reciprocity, emotions, social identity, trust, distrust, and altruistic punishment. The purpose of this study is to investigate policy coalitions of the Every Student Succeeds Act (ESSA) at U.S. congressional hearings. This study is grounded in the advocacy coalition framework, which argues that advocacy coalitions are forged by policy actors who have similar policy preferences. To identify the coalitions, according to the policy claims articulated by policy actors, discourse network analysis was performed to examine 30 testimonies in the congressional hearings on ESSA since its passage in 2015. In this study, I examined representation rates of gifted students from diverse backgrounds in Florida county school districts. Florida state legislation governing gifted student education allows for alternative identification methods to be used for students from underrepresented groups if plans for such identification are approved by the Florida Department of Education; however, this option, informally referred to as “Plan B” after subsection B of the legislation governing gifted services, is not a requirement that districts must follow. Advanced Placement (AP) courses engage high school students with college curriculum taught by trained high school teachers, with an opportunity for students to earn college credit by passing the end-of-course AP exam. AP has evolved into an indicator of school quality, instructional rigor, and a consideration in the college admissions process. AP enrollment and exam performance outcomes for White students disproportionately surpass those for Black students. Response to Intervention (RTI) is a data-based decision-making framework of service delivery that has the potential to improve educational outcomes for all students. Preliminary data appear to bolster this claim. However, it is as yet unclear whether RTI will be able to close the gap in educational outcomes that exists between students of different racial groups. The current study examines the connection between a change of family income and the retention of academic gains for children in low-income households who have attended a center-based preschool program. These children are often shown to lose the academic advantage they gain during preschool as they move through k-12 education in a phenomenon called fade out. A theoretical framework was constructed positing that material and psychological effects of poverty inhibit the ability of these families to support and maintain growth during this critical time when children are highly nested in the family unit.

Since the landmark school finance decision Serrano v. Priest (1971) ruled that California’s reliance on the property tax to finance public schools violated equal protection provisions in state and federal constitutions, a wave of school finance litigation swept the United States. Connecticut followed with Horton v. Meskill (1977) and most recently with CCJEF v. Rell (2005). The Connecticut State Supreme Court has been a key actor in the policy making process concerning school finance reform in Connecticut. In November 2002, the Arkansas Supreme Court found the Arkansas school funding system to be unconstitutional. The decade long court battle, Lake View v Huckabee, concluded when the Supreme Court determined that the state needed to develop a new system to provide a “general, suitable and efficient system of free public schools equally available to all" as called for by the Arkansas Constitution (Article 14, § 1). Arkansas, however, is not alone in being taken to court over the equity and adequacy of its school funding system.
