Public Law 94-142, The Education for All Handicapped Children Act of 1975, considered by many to be the most significant federal legislation for children in need of special education, was proposed for deregulation by the Reagan administration in 1982. This study examines actions taken by citizen advocates-consumer/advocacy/parent (CAP) organizations and groups, parents, and other advocates for exceptional children-who gave testimony in opposition to the proposed changes at public hearings held by the United States Department of Education in late 1982. Political scientists have not devoted much attention to the politics of higher education. Their reluctance is hard to explain since the material for study is close at hand and the subject offers ample research opportunities. The search for a chancellor conducted by the Massachusetts Board of Regents in 1986 aroused considerable public attention and controversy. This case study examines that controversy along with the tensions that arise when academic and political forces collide. Few searches in academia are perfect and none is a morality play. Recent studies of Boston 's desegregation crisis, most notably J. Anthony Lukas's Common Ground, have been highly critical of the Catholic church and its local leader, Humberto Cardinal Medeiros, archbishop of Boston. Their criticisms have been that the church, guided by the ineffective leadership of Cardinal Medeiros in an effort to save its own schools, allowed its schools to become havens for those Bostonians attempting to escape busing. The material below reports on the results of a contract between the Hillsboro Union High School District and the Center for Urban Studies, Portland State University. This contract reflects the District's desire for additional information concerning community ideas and perspectives on District programs. The District had suffered a series of levy defeats at the ballot box, despite significant budget reductions. The result was a major financial shortfall that produced significant program reductions, including the curtailment of athletic programs and busing services. Acquired Immune Deficiency Syndrome Policies In Central Illinois: A Survey, Analysis, And Model, Daniel Lathrop

One purpose of this study was to develop model policies for school districts to use in dealing with Acquired Immune Deficiency Syndrome (AIDS). A second purpose was to identify which school districts in the Educational Service Region (ESR) comprised of Clark, Coles, Cumberland, Edgar, Moultrie, and Shelby counties had addressed the issue of AIDS policies. The population surveyed in the initial phase consisted of 22 superintendents within the ESR. A survey was developed utilizing many items from a national study (Keough and Seaton, 1987). The survey was administered during a monthly meeting of superintendents hosted by Regional Superintendent Rosemary Shepherd. …
