Historically, P-12 schools and institutions of higher education have operated independently of each other, creating a gap that acts as a barrier between high school and postsecondary institutions. This gap is blamed for many societal issues including high college remediation rates, low college-going rates among minority groups, and low six-year college graduation rates. P-20 partnerships, agreements between P-12 schools and institutions of higher education with the purpose of improving the P-20 education system, have emerged as a way to address these problems.

Emerging Genres, Dangerous Classifications: The Kairos of Digital Composing Policy argues that writing policy infrastructure plays a significant (if often invisible) role in affording emerging digital genres in rhetoric and composition. Within the last few decades, the accelerating transformations and instabilities of emerging genres have posed a challenge for contemporary writing programs, which demonstrate a persistent wariness over incorporating digital composing into their mission. Scholars of education policy are increasingly aware of the independent role that noncognitive skills (e.g., self-regulation, Social skills, and other personality or character traits) play in long- and short-run student well-being. However, little is known about how these skills are effectively developed. One theory is that noncognitive skills are developed through role modeling by teachers. A student, by virtue of observing and sharing a Social connection with his or her schoolteachers, begins to emulate noncognitive skills that they exhibit. In this dissertation, I test this theory. This study seeks to critically engage in the topic of secondary language acquisition to explore the role it plays in immigration, particularly as this relates to developing cultural competence. Further, the research examines the barriers to second language acquisition, and also makes recommendations for reducing those barriers. This will be done by examining literature that analyzes the role that secondary language learning plays in immigrants becoming culturally competent within the United States, and will look at this more in depth by focusing on Mexican immigrants who have come to the United States.

I propose a new approach to measuring character skills. In the following three essays, my co-‎authors and I measure the effort that adolescent students appear to put forward on surveys ‎and tests. First, I examine the extent to which students simply skip questions or plead ‎ignorance on surveys. Second, I develop new methods for detecting careless answers, those ‎instances in which students appear to be "just filling in the bubbles." I show, using ‎longitudinal datasets, that both measures are predictive of educational degree attainment, ‎independent of measured cognitive ability and other demographic factors. A study was conducted to investigate the perceived relevance of using a teacher evaluation rubric with performance indicators specific to special education services in place of the standard rubric for teachers used in the State of Arkansas Teacher Excellence Support System (TESS). Through a multi-method approach, the perceptions of special education teachers and administrators regarding implementation of the current model, the significance of perceived differences in pedagogical factors, and potential barriers to effective implementation were identified. This was achieved through survey, interviews, and observations.

Most countries, developing as well as developed, have adopted some type of quality assurance mechanism. Argentina is neither an island nor an outlier in higher education reforms in general, and it not when it comes to graduate program accreditation in particular. This study explores the way higher education institutions, as examples of autonomous organizations, respond to a new set of regulatory policies. My specific core interest is to discover what types of responses graduate programs give to compulsory accreditation. The study incorporates analysis from the regulatory and the higher education literature, theories and findings.

The Right of Children to Free and Compulsory Education Act is India’s most recent national-level policy in pursuit of universalizing elementary education. While some states have been successful at increasing the number of students who attend school, reducing dropout rates, and reducing the rates of out of school children, others are still struggling to make progress. The states that are successful are surprising in some instances because they are not particularly wealthy, they have large rural populations, and some face larger socio-political issues. This sequential mixed methods study addressed the need for research that both described and explained how teachers of varying experience respond to administrative evaluative feedback. Formative evaluation theory of Scriven and professional growth models of Steffy and Fessler served as theoretical models for data analysis. An online survey asking teachers how they changed their practices and what accounted for their response was received from 270 teachers in 1 Midwestern state. Of these, 9 teachers of varying experience were interviewed. The quantitative data showed that most teachers do not change practices on the 8 state teaching standards in response to feedback. …
