Rural education issues in K-12 public schools are understudied despite a large rural student population in the U.S. This dissertation studies how different federal definitions of rural change how rural school districts and their diverse communities are portrayed, in comparison to their non-rural counterparts. This study also explores the recent federal rural policy changes on rural district revenue and student academic outcomes.

Legislatures across the country have been developing laws and policies to place police officers, also known as School Resource Officers (“SROs”), in schools. A recent piece of legislation in Kentucky, entitled the School Safety and Resiliency Act, requires all school campuses in Kentucky contain at least one SRO. Researchers have found relationships between the presence of SROs and the use of exclusionary discipline, and this research expands on that foundation by looking statewide at school- and district-level variables.

This dissertation contributes to education equity scholarship produced by academics seeking to develop understandings of disability, Persons with Disabilities (PWD), and how both are situated amongst faculty in institutions of higher education. As such, this dissertation centers on a study of public US universities belonging to the Association of American Universities (AAU). This study looks for institutional level associations between respective rates by which college and university faculty with disabilities (FWD) are employed, certain aspects of disability policy drawn from each institution’s 2020 Affirmative Action Plans (AAP), and various other instances of empirical disability data (EDD).

Comprised of three essays, my dissertation is linked by a common focus: the relationship between state or local governance arrangements and inequality or facets of social equity. I draw upon a range of literatures to motivate my research questions and inform my methodologies—welfare and social policy, public economics, intergovernmental relations, public finance and management.

The United States’ federal government funds homeless services provided at the local level through the McKinney-Vento Act, encouraging collaboration among providers. This dissertation studies three aspects of homelessness: merging of local planning bodies, identification of homeless students, and the relationship between experiencing homelessness in high school and long-term educational outcomes.

The first chapter studies the effect of merging Continuums of Care (CoCs), local planning bodies for homeless services. In 2010, Tennessee’s 106th General Assembly passed the First to the Top Act (2010), a companion legislation for the federal Race to the Top Act (2009) program launched by the Obama Administration. A provision of this state law required that half of teacher and principal evaluations be based upon student achievement, which included a component of required continuous academic growth. For school districts whose students scored at the highest academic performance levels, the continuous growth component would negatively impact their teachers’ and principals’ annual evaluations. Collaborative inter-organizational networks can be effective at catalyzing and supporting the generation and diffusion of new models and practices. With shared purpose, structure, and resources, network organizations can facilitate knowledge exchange and the growth of inter-organizational relationships. In this study, I sought to better understand how network organizations influence social capital and the spread of innovative practices. What is the role of place and policy in shaping educator labor markets during the decade following the Great Recession of 2008? This research leverages data on Kentucky students, educators, schools, and school districts from 2009 to 2018, with a focus on the rural, isolated Appalachian region. Many counties in the region have long struggled with poverty, low rates of labor force participation, lower educational attainment, and dependence on public transfers (Ziliak, 2019). Women still rarely choose to seek employment in advanced manufacturing. Lack of familiarity with manufacturing jobs and education programs, lack of role models, and too few experiential opportunities contribute to women not choosing manufacturing jobs as well as other jobs traditionally held by men (Reha, Lufkin, & Harrison, 2009; St. Rose & Hill, 2013; Starobin & Laanan, 2008). School Choice In Indianapolis: Effects Of Charter, Magnet, Private, And Traditional Public Schools, Mark Borends, R. Joseph Waddington

School choice researchers are often limited to comparing one type of choice with another (e.g., charter schools vs. traditional public schools). One area researchers have not examined is the effects of different school types within the same urban region. We fill this gap by analyzing longitudinal data for students (grades 3–8) in Indianapolis, using student fixed effects models to estimate the impacts of students switching from a traditional public school to a charter, magnet, Catholic, or other private school. We find that students experience no differences in their achievement gains after transferring from a traditional public school to a charter …

Overcrowding in schools has been a popular topic reported by local newspapers across the state of Kentucky. Concerned parents often write letters to the editor, pleading their case for new school construction to alleviate the overcrowding that their students are facing. Approximately 27 percent of Kentucky high schools have experienced overcrowding for three consecutive years between 2002 and 2015. The National Center for Education Statistics reported in 2005 that only 18 percent of schools reported that they were overcrowded, a decrease from the 1999 study when 22 percent reported overcrowding. University of Kentucky assessment findings reveal that UK undergraduate students are not meeting expectations in the area of written communication. More specifically, compared to other four-year institutions, UK students are not achieving expected levels of value-added from their junior to senior year in analytic writing tasks. In response to these findings, UK launched the Quality Enhancement Plan (QEP), Presentation U – a multimodal communication training initiative. This study was designed to explore the literature on competitive food policy implementation (CFPI); examines demographic and school factors associated with CFPI; and explores the experiences of school leaders and staff in CFPI using a proposed theoretical framework to guide the research. Competitive foods are those sold in vending machines, a la carte settings, fundraisers, class parties and other venues which compete with foods offered through the national school lunch and breakfast programs. The migrant population is, according to Dr. Michael Romanowski, “the most undereducated major subgroup in the United States” (Romanowski, 2003). This paper evaluates whether students’ perceptions of Appalachian English improve through a method of instruction that uses dialect literature in the classroom. Most existing methods of instruction tend to portray dialects as wrong, incorrect, or in some way less rule-governed than Standardized English, despite the numerous studies that have demonstrated otherwise (e.g., Labov 1969, Wolfram 1986). The data from this study derives from two groups of students enrolled in introductory composition and communication at the University of Kentucky. Since Minnesota passed the first charter school law in 1991, charter schools have become one of the most prominent school reforms in the U.S. While charter schools educate a small portion of public school enrollments, their existence has prompted various responses from traditional public school districts. In 2008, the Korean government launched a funding project that used formulas to select which four-year universities received funding from the government. The aim of the project was to improve university performance and educational quality, particularly with respect to undergraduate student outcome. However, there were few empirical studies on the project's actual impact. This study is an examination of three effects of the project. Postsecondary Instruction: Changes In The Academic Workforce And State Appropriations For Community Colleges, R. Ryan Kendrick

Over the last 30 years continued decline in state appropriations for public institutions has been accompanied by an increase in the use of part-time instruction. Community colleges have been particularly susceptible to both of these problems. Two-year institutions have less freedom than their larger counterparts to raise tuition rates and part time instructors constitute a larger percentage of their workforce. Less revenue has resulted in fewer resources to devote to instruction and student support. Part-time time instruction, on the whole, results in lower student retention and graduation rates.

Census data indicates people with higher levels of education are leaving Appalachian Kentucky as they do in other rural areas. Aside from anecdotal information and primarily qualitative community studies, there is little quantitative evidence of the factors which may influence these migration decisions. State policies and regional efforts to increase educational attainment of people in the region have focused on producing more college degrees however may be contributing to the out-migration of those with higher levels of education.
