Given the increasing concern about the scarcity of Dual Language Bilingual Education (DLBE) teachers, it is crucial to understand the trends in teacher retention and attrition from the perspective of DLBE teachers themselves. DLBE teachers departing from their jobs imposes a significant burden on schools and students and affects the implementation of DLBE programs. To delve into this issue, this critical qualitative study focused on the work experiences of Latine K-5 Spanish/English DLBE teachers. The purpose of this study was to investigate the behavioral training programs/frameworks and Professional Development (PD) delivery methods that certified staff - including teachers, speech-language pathologists, school psychologists, occupational therapists, and teachers on special assignment - as well as administrators, believe to be necessary to address the academic, social, emotional, and behavioral needs of students exhibiting challenging behaviors. This national study used survey methods to explore the views of US K-12 public school educators on the PD needed to support student behavior effectively. This study on student housing insecurity and homelessness was funded as part of a HUD FY2023 Community Project Funding Opportunity awarded to Portland State University. Phase 1 of the study, which led to this report by PSU’s Homelessness Research & Action Collaborative (HRAC), includes a literature review; a summary of PSU student survey results; a description of PSU programs based on interviews with staff and administrators; an analysis of programs at other institutions; and a set of recommendations for better addressing student housing needs. School District Enrollment Forecast Reports
This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for Portland Public Schools (PPS). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the number of PPS students by housing type, and annual forecasts of enrollment for a 15 year horizon, from 2018‐19 to 2032‐33. Enrollment forecasts were prepared under high, middle, and low scenarios for the District. Forecasts for attendance areas by place of residence and for individual schools are consistent with the middle district‐wide forecast.

School District Enrollment Forecast Reports
This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for Central Point School District 6 (CPSD) for the 10 year period between 2018‐19 and 2027‐28. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle series are also presented for the 10 year period.

Although in recent years there has been increased attention on bullying prevention and bullying legislation in the United States, there is limited research on the implementation of anti-bullying policies. Moreover, few studies have addressed the use of anti-bullying policies to protect LGBT youth from bullying. This study examines the criteria which help academics receive National Institute of Health funds (NIH). The study covers 3,092 NIH recipients and non-recipients in the same department or institute at twenty-four universities. The universities are drawn from those below the top twenty in terms of receipt of NIH funds. With regards to performance, non- recipients have lower performance than recipients. A key determinant of the receipt of NIH funds is individual performance, as measured by the number of articles published and average citations per article in the two years immediately prior to the grant application. While the Minority Teachers Act has long been in existance (since 1991), it has not been enforced. It aims to ensure that the population of teachers represents the diversity of students in Oregon’s public classrooms, but remains far below those target levels. Today in Oregon, 35.5% of students are of color, while only 8.3% of Oregon’s teachers are of color.

In an effort to leverage students’ positive community engagement experiences as they transition to and become alumni, Portland State University (PSU) embarked on a pilot “Continuing Engagement Program.” This article provides a rationale for this effort, an overview of the programmatic elements, lessons learned, and future engagement strategies. The authors situate the Community Engagement Program (CEP) in the current alumni engagement literature, share findings from the PSU program, and hope to inspire additional creative thinking and action to support alumni and other community members’ persistent engagement for positive community change.

In the past two decades, the literature on campus-community partnerships as core components of pedagogies of engagement has grown exponentially. In this article, the director and a longtime faculty member of Portland State University’s capstone program report on interviews conducted with ten faculty-community partner pairs, gleaning insights on both the challenges of and lessons learned through partnering. This research adds to the literature through its use of relational methods that bring the voices of interviewees to readers, revealing a depth of connection across the institutional divide.

This research seeks to answer an emerging question in public school debates: whether race is just a proxy for income when it comes to disparities in educational outcomes among Oregon’s K-12 students. This research set out to respond to this question, and draws from public school data records to answer the question. We investigated student test scores across three different environments: elementary schools, middle schools and high schools. We also investigated student graduation rates from high school. The pattern of findings is absolutely clear: regardless of the site or type of disparities, when we compare how low-income students fare, all …

On February 25, 2013, the PPS Board unanimously approved Resolution 4718, which directs staff “to develop and recommend a process for a comprehensive review of school boundaries district-wide and policies related to student assignment and transfer to better align with the Racial Educational Equity Policy and promote strong capture rates and academic programs at every grade level.”

In recent years, the field of workforce development has emerged as a distinct area of policy and practice. While planning scholars have begun to engage with the workforce development field, its relevance and points of connection to planning scholarship remain underexplored. This article attempts to define the workforce development field by articulating its core concerns as well as its domains of practice and scholarship outside the planning field. The article locates workforce development within three stands of planning scholarship, concluding that workforce development represents an important bridge for planners between “place” and “people” prosperity within communities.

In response to an increasing need to understand the reach of the literature and the research undertaken on initiatives to eliminate racial disparities, a literature review was initiated in 2012 for the Eliminating Racial Disparities Collaborative within the All Hands Raised initiative to improve academic outcomes for students in Multnomah County. This was an expansive undertaking – and at the end, we have drawn upon about 160 different articles, some of which were meta-analyses of an array of publications in a particular field.

Two- thirds of Pakistan's primary aged children are enrolled in school and less than one-third complete fifth grade. Decades after the inception of the goal of primary education for all of its children, the state is unable to fulfill its promise of providing access to universal primary education. "Let knowledge serve the city" reads the golden letters on a pedestrian bridge just 200 feet from my faculty office in Neuberger Hall at Portland State University. Public peace scholarship might allow knowledge to help the polis by keeping it out of war via changing the national discourse toward a strong and informed peace analysis. Educators have an uneasy relationship to public scholarship and mainstream media have a nervous attitude toward public peace intellectuals. Children’s ability to walk or bike to school depends largely on where they live. Surprisingly, we know very little about how families make choices about where to live in relation to school travel. Existing school travel research has generally focused on the effects of environmental characteristics on the likelihood of children walking or biking to school. This project took a more comprehensive approach by examining the relationships between transportation to school, neighborhood walkability and where families choose to live.
