The KidsMatter Early Childhood (KMEC) initiative is a pilot study that has been implemented in a very diverse group of Australian early childhood services that provide education and care for young children of differing ages. These early childhood education and care (ECEC) services are operating in a policy environment that is concerned with reform to early childhood services nationally, and so are experiencing significant change. As such the design of future versions of the KMEC initiative needs to be mindful of the diverse and dynamic nature of the early childhood education field.

[Excerpt] CSWEP has long been concerned about the underrepresentation of women in faculty positions at major research universities. I have been charged by the committee with enumerating a set of policies that might enhance the attractiveness of research universities to female faculty. After presenting some data that suggest the magnitude of the underrepresentation problem, I do so below. In each case, I sketch the pros and cons of the policy. Creating successful schools is a priority for governments, district officials, administrators, teachers and parents around the world, but just what does ‘school success’ mean? Grounded in theories of collective sense-making and learning, this article presents how school success is defined in three schools in Ontario, Canada, and draws on Ball, Maguire and Braun’s theory of policy enactment to explain similarities and differences between the schools’ definitions. A comparative case study of three elementary schools in the same neighbourhood finds that students’ happiness and academic learning (rather than achievement on standardized tests) are common aspects of each school’s multifaceted definition of …

This paper focuses on early childhood teachers’ professional development in China. It reports a study which aims to elicit twelve in-service early childhood teachers’ perspectives of the values and issues of professional development policies and the learning opportunities they experienced. Two themes arising from the study are addressed, namely the teachers’ positive responses to the government aspirations for enhancing teaching in early childhood education, and the complexities of the organizational and role structures of the early childhood community in ChangChun where the study took place. The Least Restrictive Environment Clause Of The Individuals With Disabilities Education Act And Institutional Ableism: A Critical Discourse Analysis, Laura O'Laughlin

This study focused on terms anchored in special education and associated stigma of disability in schools. The Individuals with Disabilities Education Act ensured the right to education in US public school systems for students with disabilities. An associated term asserted that children with disabilities must be educated in the least restrictive environment (LRE). Yet, IDEA did not address the institutional or social stigma arising in the wake of labeling students as disabled. The stigma, a result of ableism, promotes a premise of normalcy and marginalizes students with disabilities. This study was a critical discourse analysis (CDA) of the LRE clause. …

However, there is a lack of information on the mandated professional development linked to Wisconsin teacher licensure requirements. The purpose of this study was to examine the phenomenon of self-directed professional development and its impact on classroom instruction and student learning. Professional

The purpose of this case study was to expand the literature base regarding the application of high school schoolwide positive behavior support (PBS) in an urban setting for practitioners and policymakers to address behavior issues. In addition, the study describes the use of the Change Point Test as a method for analyzing time series data that are dependent in nature. The researchers used an existing case study example to guide the implementation of the intervention. The overall implementation of PBS reached full fidelity during the final year. Public advocacy in policy making is a hallmark of democracy, and the academic literature is replete with its benefits. Normatively, it is prescribed to legitimize the processes of policy making, and enhance public commitment for policy choices. Descriptively, a growing body of empirical research concludes that it produces better policy outcomes, such as wider distributions of benefits and a more responsive government. While these benefits are impressive, they accrue to society and ignore the fact that advocates often engage policy processes to advance their own preferences. Purpose

We argue that principal preparation programs should help candidates: 1) recognize the political role of the school principal; 2) develop political skills (including the ability to strategically appropriate policy); and 3) understand that the political approach of the principal influences teaching, learning, relationships, governance, and reform efforts. In addition, we report findings of our analysis of Ontario’s Principal Qualification Program guidelines to determine if they require principal preparation programs to develop aspiring school leaders’ political skills.

The International Network for Food and Obesity/non-communicable diseases Research, Monitoring and Action Support (INFORMAS) proposes to collect performance indicators on food policies, actions and environments related to obesity and non-communicable diseases. This paper reviews existing communications strategies used for performance indicators and proposes the approach to be taken for INFORMAS. Twenty-seven scoring and rating tools were identified in various fields of public health including alcohol, tobacco, physical activity, infant feeding and food environments. Policy Advocacy Organizations: A Framework Linking Theory And Practice, Sheldon Gen, Amy Conley Wright

The practice of policy advocacy by organizations has outpaced its theoretical development. Yet the importance of a theoretical grounding for advocacy campaigns has increased with the need for accountability and an understanding of advocates' contributions to policy development. This article synthesizes practitioner and academic literature on policy advocacy and proposes a conceptual framework of policy advocacy inputs, activities, and outcomes. Five distinct advocacy strategies are hypothesized: enhancing a democratic environment, applying public pressure, influencing decision makers, direct reform, and implementation change. This framework provides guidelines for organizations to strategically engage policy processes, while directing a research agenda on advocacy organizations.

A systematic search of academic databases was conducted to identify all refereed papers published between 1990 and 2012 on the regulation of alcohol advertising in Australia and three comparison countries (New Zealand, Canada and the UK). This paper reviews the codes that apply to alcohol advertising in each of the four countries, research into the effectiveness of these codes, and the small body of research into consumer attitudes towards alcohol advertising regulation. This review adduces considerable evidence that alcohol advertising influences drinking behaviours, and that current regulatory systems based on co-regulation and voluntary regulation (as is the case in Australia) …
