Florida's Adolescent Literacy Policy: An Alternative Reading And Response, Diane Kroeger

In this qualitative case study, I constructed interpretations of the meanings conveyed by state-level discourse communities as they were manifested in the primary and secondary speech genres of Florida’s adolescent literacy policy. Meanings (or values, beliefs and feelings) are highly tacit understandings embedded in the language, actions and objects of policy (Yanow, 2000), and are conveyed through informal and formal speech (Bakhtin, 1986). Results revealed (a) state policy meanings convey multiple versions of literacy with a heavy focus on receptive aspects of literate practice; (b) a typology of students and their fit within the institutional system; and (c) an emphasis …

On the basis of an ethnographic study of the Võro-language revitalization in Estonia, this article explores the way teachers function as policy actors in the broader context of the school. As policy actors, the language teachers' appropriation of regional–language policy helps simultaneously to reproduce and challenge existing ideologies in the school environment. I explore the teachers' understandings of their power and freedom to inform their navigation of the circumscribed choices offered in a post-Soviet educational system. Variation is a natural result of any process, including education. Understanding how variation propagates and increases is necessary for designing educational interventions that work for the intended population. We show how common strategies such as setting standards and tracking can accidentally produce unintended and undesirable results due to the way variation moves through a system.

This paper offers an alternative curriculum for high school mathematics. It proposes replacing the Algebra-Geometry-Algebra rush to calculus model with one which focuses on improving student problem-solving skills and general quantitative literacy skills while reinforcing basic manipulative skills. Most of these goals are gained by expanding the current single-year algebra-one course into two years. The model proposes moving “learning to write proofs” from the traditional geometry course into a separate discrete mathematics course. It requires statistics for every student, and requires a senior-level modeling course for every college-going student. In addition, the proposed model creates opportunities for students to move …

AER 56 explores national and international policy priorities for building students' innovation capabilities through information and communication technologies (ICT) in Australian schools. Section 1 sets out the Australian policy context for digital education and highlights some of the emerging challenges. It provides an overview of two Australian school education policy priorities: that of how to meaningfully include technologies into teaching and learning; and how to build innovation capabilities in students. Where minds meet, there lies the change vector. I have for a long time been fascinated by the way in which change, and specifically educational change, is managed. More often than not it seems, minds fail to meet in a crucial change-space. They either unwittingly zip past each other, deliberately avoid one another, or worse still, collide with excruciating force. This paper examines the interrelated role of government, the public service and teachers in successfully transitioning major change. Ireland is a small country with a history of a social partnership approach to policy making. This paper considers how the ambition of government to utilise an evidence-based approach to policy making plays out against this partnership agenda. Drawing on the authors' experiences and personal reflections, the paper considers how these issues operate within a number of health and social inclusion policy areas, and it explores the role of stakeholders' expectations and involvement in generating evidence for policy.

Transmountain Early College High School (TMECHS) opened in August 2008, created by a partnership between the El Paso Community College (EPCC) and the El Paso Independent School District (EPISD), and supported in its conceptualization, start-up, and first few years operation by grant funding and guidance from the Texas High School Project (THSP) and its major foundation funding partners, the Bill & Melinda Gates Foundation, the Michael and Susan Dell Foundation, and Communities Foundation of Texas. TMECHS is a T-STEM early college high school located in a large city on the U.S.-Mexico border.
