Florida's Adolescent Literacy Policy: An Alternative Reading And Response, Diane Kroeger

In this qualitative case study, I constructed interpretations of the meanings conveyed by state-level discourse communities as they were manifested in the primary and secondary speech genres of Florida’s adolescent literacy policy. Meanings (or values, beliefs and feelings) are highly tacit understandings embedded in the language, actions and objects of policy (Yanow, 2000), and are conveyed through informal and formal speech (Bakhtin, 1986). Results revealed (a) state policy meanings convey multiple versions of literacy with a heavy focus on receptive aspects of literate practice; (b) a typology of students and their fit within the institutional system; and (c) an emphasis …

Teachers As Language-Policy Actors: Contending With The Erasure Of Lesser-Used Languages In Schools, Kara Brown

On the basis of an ethnographic study of the Võro-language revitalization in Estonia, this article explores the way teachers function as policy actors in the broader context of the school. As policy actors, the language teachers' appropriation of regional–language policy helps simultaneously to reproduce and challenge existing ideologies in the school environment. I explore the teachers' understandings of their power and freedom to inform their navigation of the circumscribed choices offered in a post-Soviet educational system. Variation is a natural result of any process, including education. Understanding how variation propagates and increases is necessary for designing educational interventions that work for the intended population. We show how common strategies such as setting standards and tracking can accidentally produce unintended and undesirable results due to the way variation moves through a system.

This paper offers an alternative curriculum for high school mathematics. It proposes replacing the Algebra-Geometry-Algebra rush to calculus model with one which focuses on improving student problem-solving skills and general quantitative literacy skills while reinforcing basic manipulative skills. Most of these goals are gained by expanding the current single-year algebra-one course into two years. The model proposes moving “learning to write proofs” from the traditional geometry course into a separate discrete mathematics course. It requires statistics for every student, and requires a senior-level modeling course for every college-going student. In addition, the proposed model creates opportunities for students to move …

They share the goal of creating a society that is mathematics numerate and science literate, and are interrelated. National priorities to strengthen both among all our students are driven by practical considerations of economic competitiveness that increasingly depend on technological innovation. It is also critical to each individual for long-term job opportunities and for informed citizenship. AER 56 explores national and international policy priorities for building students' innovation capabilities through information and communication technologies (ICT) in Australian schools. Section 1 sets out the Australian policy context for digital education and highlights some of the emerging challenges. It provides an overview of two Australian school education policy priorities: that of how to meaningfully include technologies into teaching and learning; and how to build innovation capabilities in students. This technical report summarizes new and existing data to address the question, “Does Head Start work for Indiana children, families, and communities?” Data sources consulted in this study include the state Head Start Program Information Report, local Indiana Head Start and Early Head Start Programs, existing national studies of Head Start and Early Head Start, and local and national data available on children’s development in early care and education programs for low-income families. This report concludes that Indiana’s Early Head Start and Head Start programs are indeed providing substantial benefits to children, families, and communities. The report summarizes the outcomes …

Where minds meet, there lies the change vector. I have for a long time been fascinated by the way in which change, and specifically educational change, is managed. More often than not it seems, minds fail to meet in a crucial change-space. They either unwittingly zip past each other, deliberately avoid one another, or worse still, collide with excruciating force. This paper examines the interrelated role of government, the public service and teachers in successfully transitioning major change. Ireland is a small country with a history of a social partnership approach to policy making. This paper considers how the ambition of government to utilise an evidence-based approach to policy making plays out against this partnership agenda. Drawing on the authors' experiences and personal reflections, the paper considers how these issues operate within a number of health and social inclusion policy areas, and it explores the role of stakeholders' expectations and involvement in generating evidence for policy.

Transmountain Early College High School (TMECHS) opened in August 2008, created by a partnership between the El Paso Community College (EPCC) and the El Paso Independent School District (EPISD), and supported in its conceptualization, start-up, and first few years operation by grant funding and guidance from the Texas High School Project (THSP) and its major foundation funding partners, the Bill & Melinda Gates Foundation, the Michael and Susan Dell Foundation, and Communities Foundation of Texas. Reading First was a federal initiative aimed at improving reading instruction and implementing programs and strategies grounded in scientifically-based reading research. The legislation was predicated on research findings that high-quality reading instruction and intervention in the primary grades significantly reduces the numbers of students who experience difficulties in later grades. This study examined the Reading First program at an elementary school in southeastern Virginia from 2006-2008. Specifically, the researcher investigated the impact of the independent variable, the tier three model of intervention on K-2 student reading achievement. Quantitative data was garnered from 792 K-2 student participants attending the research site. …

This paper, written from the stance of central government policy makers, explores the sometimes tense relationships between researchers, practitioners and education policy makers in a context where evidence-based policy is espoused by governments. It is based on a belief that research in education affects, and is affected by, multiple stakeholders, and that if we are to strengthen the role of education research as a public good, making a difference to society, then we need a model and a practice that can bridge stakeholder interests.
