In an increasingly digital world, children are growing up with less involvement and interaction with the environment. Hands-on and experiential learning is less popular in schools and a more test-oriented and numerical evaluation is increasingly popular. This thesis explores the decrease in outdoor environmental education and the impact that has on adolescent development and developmental milestones in children. This impact extends past just mental development and impacts the physical health development of children. American schools were successful in assimilating European immigrants and their descendants, this has not been the case for nonwhites. Orfield points out the fact that Native Americans, African Americans, and people of Mexican origin in the United States received little education until well into the twentieth century is an indication of historical educational barriers facing nonwhite people (2013). As states have increased their commitment to early childhood education over the past two decades, a debate on the efficacy of state-sponsored universal preschool has divided policymakers, administrators, and taxpayers. Some critics of these programs argue that universal preschool has a diminishing impact which does not justify the up-front cost, while supporters argue that there are long-term positive effects of high quality, universal early childhood education which outweigh the cost. This three-part dissertation concentrates on student attendance. It is clear that we have a student attendance problem in our nation, particularly in urban school districts. There have been other studies, discussions, and debates on how to improve student attendance, but identifying a single policy, program, incentive, and/or intervention to positively impact absenteeism is difficult. Student absenteeism has and will continue to be a national problem. Many factors play a role in student attendance, to a certain degree, some are controllable and others are extremely difficult to affect.

This paper examines the perceived and practical schism between deaf society and the police when the deaf attempt to obtain police services. The paper challenges current police culture and operating procedures, which tend to marginalize deaf society and largely ignore the mandates contained in the Americans with Disabilities Act (ADA). This qualitative research project is focused upon perceived law enforcement practices and culture through a multi-layered study of police customs, law, policy, and standard operating procedures as experienced, perceived, and reported by deaf individuals.
