It was the purpose of this study to (1) compare elementary counselor's, principal's, and teacher's perceptions of the specific activities of the elementary school counselor; and (2) to compare the importance of eight general elementary counselor functions as ranked by the same three groups. Data for these comparisons were compiled through a questionnaire.

A common philosophy of administrators and music educators should be prerequisite for a successful music program. This philosophy should permit enough flexibility to allow for individual differences and yet be rigid enough to encompass general education needs and goals. It can only be shared through communication. The place of music within the curriculum will be understood through this communication between the music educator and the chief administrator. It shall be the purpose of this study to encourage the shared philosophy and communication relationship between school music educators and their administrators.

The problem presented in this thesis is threefold. Taken together, these items present the bulk of work for any person attempting curriculum evaluation at the local level:

1. Meaningful evaluative information must be obtained. Instead of glib and generalized assumptions about what ought to be, one should achieve specific information relevant to the researcher as well as his departmental colleagues.

2. The information must relate to other studies so that a larger curriculum analysis will result. If the soundest method of national evaluation is to create concrete building blocks locally, these individual studies must mesh to provide something larger and …
