Purpose: The purpose of this study was to determine whether it was possible to develop an effective consolidation plan which would result in greater equalization of financial resources, more equitable tax structures and an increase in the revenue available for school support among California school districts within the requirements established by the Serrano v. Priest case.

Procedure: The most recent data available were collected from the California State Department of Education and eleven county school superintendents' offices. Purpose: The financial implications of Serrano vs. Priest have caused a great amount of concern in California among the superintendents of the school districts at all levels of organization. The purpose of this study was to determine how superintendents throughout the state felt about the finance plans suggested in the Jefferson decision in terms of each plan's impact on their school district.
