The concealed carrying of firearms is a polarizing subject. In general, the political left would like to see more restrictive gun laws, whereas the political right would like to see less restrictive guns laws. Research of this also seems politically biased. While one researcher will use data that show violent crime increases with more restrictive gun laws, another researcher will use logic to dictate that less guns means less violence. Currently, the expenditures for higher education by the Dominican government are at record highs (OECD, 2012; MESCYT, 2018). Yet, nationwide, student attrition rates in universities average a challenging 50% (OECD, 2012). This percetange climbs to 80% in Universidad Autónoma de Santo Domingo (UASD). UASD is the oldest public university and the largest higher education institution in the Dominican Republic, hosting 44% of all undergraduate students enrolled in the country (OECD, 2012; UASD, 2018). The institution’s attrition levels suggest that while the Dominican government’s investment in higher education is high, the return on that investment is low.

American schools were successful in assimilating European immigrants and their descendants, this has not been the case for nonwhites. Orfield points out the fact that Native Americans, African Americans, and people of Mexican origin in the United States received little education until well into the twentieth century is an indication of historical educational barriers facing nonwhite people (2013). This three-part dissertation concentrates on student attendance. It is clear that we have a student attendance problem in our nation, particularly in urban school districts. There have been other studies, discussions, and debates on how to improve student attendance, but identifying a single policy, program, incentive, and/or intervention to positively impact absenteeism is difficult. This paper advocates for a local policy connecting a standards-based district professional learning plan to individual school improvement plans for the purpose of improving targeted instructional behaviors and student learning outcomes. The purpose of this quantitative research study is to investigate teachers' knowledge of the McKinney-Vento Homeless Assistance Act (McK-V; the Act) and their perceptions of how to best meet the needs of the population of homeless students in schools. This dissertation evaluated campus violence threat assessment policy and procedure implementation at the community college level of higher education. The importance of this topic was to provide a manageable and collaborative initiative for leadership at institutions of higher learning to identify, develop, implement, and evaluate a policy that can effectively prevent acts of campus-related violence. A mixed-methods study approach using a Likert-scale survey with supporting open-ended questions was used to guide the exploration. The St. Louis Public Schools of St. Louis, Missouri were at one time the second largest segregated school district in the United States. In the years since Brown v. Board of Education ruling in 1954 and 1955, the school district of St. Louis has been attempting to desegregate as ordered by the courts. A group of North Side parents brought a lawsuit against the district and the State of Missouri that, after many years of litigation, found both parties to be liable for maintaining segregated schools, but an out-of-court settlement was reached. For many years, one standard measurement of a school's success was The Blue Ribbon Award from 1982 through 2002. This award quantified success based on schools achieving successful outcomes in a variety of areas with specific criteria.

Blue Ribbon award winning schools are exceptional by Department of Education

standards. They are not exempt from school violence and the issues that plague other
