Many Japanese universities have been undergoing processes of internationalization to mitigate demographic realities that conspire against robust student enrolments. These internationalization initiatives often attract students from other Confucian-based contexts who are expected to move away from their homeland and fully integrate into an unfamiliar, Japanese environment. Resultantly, international student needs are often camouflaged by cultural similarities that favour group harmony and collectivism over more equitable approaches to learning. In this article we reflect on how internationalization is articulated in different ways within the context of a relatively new global educational credentials export industry (GEEI). This industry emerged largely as a response to decreased public funding of higher education in specific 'education export' countries. We take Canada as an example of one of these countries, to illustrate how the marketization of internationalization in higher education is reproduced and contested within that context. As institutional commitments to internationalize higher education continue to grow, so too does the need to critically consider both the intended purposes and actual outcomes of the programs and policies that result. In particular, there is a risk that internationalization efforts may contribute to the reproduction of harmful historical and ongoing global patterns of educational engagement. In this paper we explore these issues by offering a social cartography of four possible articulations of internationalization, and considering their relation to an often-unacknowledged global imaginary, which presumes a colonial hierarchy of humanity. In this chapter, we explore how higher education institution (HEI) leaders perceive the relationship between their international background and their commitment to and vision for internationalization. Our 10 Canadian HEI participants thought there was a direct link between their international backgrounds and commitment to internationalization. While all spoke of the benefits of internationalization, some viewed internationalization through an ethical, socio-cultural lens whereas others privileged internationalization’s instrumental values. We point to tensions facing some leaders in reconciling their ideal visions of internationalization with neoliberal pressures facing HEIs in a global era. Abstract

This study describes the design and implementation processes of globally networked learning environments (GNLEs) in a college environment and discusses how these processes may contribute to instructors' professional learning. A thematic analysis was conducted on five interviews with instructors working in Quebec general and vocational colleges (CEGEPs). The design and implementation processes were mapped out using Fretchling's (2007) logic modeling basic components. Findings suggest that GNLEs in a college context take the form of joint lectures or joint activities. Using a case study approach, I investigate a very timely and significant policy issue regarding postsecondary education. While internationalization seems to be ubiquitous in universities’ policy rhetoric and statements in the Canadian context, specifically in Ontario, it is unclear what values drive internationalization and how they influence policies and initiatives at a public university in Ontario. Relying on Easton’s approach of policy as the ‘authoritative allocation of values’ and drawing on critical policy analysis, I perceive policy as ‘the practice of values’. This multi-voiced paper considers the role of language and linguistic heterogeneity in relation to larger discourses and processes of internationalization and globalization in Canadian higher education by examining two particular educational contexts in Ontario: newly arrived adult students participating in Immigrant language training programs; and Franco-Ontarian students transitioning to post-secondary schools and gaining access to higher education. Using the case of Chinese visiting scholars at one western Canadian University, this two-phase research project explores how fostering collaboration between international visiting scholars, the host university, and the community promotes internationalization. The first phase examines the impact of the visiting scholars’ social interaction on and off campus on the satisfaction and success of their stay in Canada. Based on these findings, phase two addresses ways the community could benefit from interacting with international visitors.
