International Baccalaureate: Meanings, Uses And Tensions In A Globalizing World, Paul Tarc

Based on mission and programmatic steering, International Baccalaureate (IB) seeks to ‘create a better world’ via progressive educational curricula aimed at fostering ‘international mindedness.’ Across its fifty-plus year history, IB’s enduring progressive visions confront the pragmatic demands of viability and sustainability. Evident is the ‘malleability’ of IB, which allows for the distinctive uses of IB across the many diverse sites of its adoption; also evident is a set of dynamic tensions produced as the progressive visions entangle with instrumental realities. IB is emblematic of the growing prominence of international education, and the transnationalizing of schooling, under wider globalization processes.

This study provides a deeper knowledge and understanding about the ways in which multiple local and global discourses shape the policies that emphasize the building of world-class universities in China. As such, it examines the influence of neoliberal forces of globalization on institutional and individual responses to these policies, with attention to their transformational impact on the subjectivities of the faculty members. As we approach the 50th anniversary of CIESC, we heed Vandra Masemann’s call to “gather and reflect on our historical memory” and to strive to “build our identity and broaden our reach”. Data for this paper were gathered through a combination of interviews and document analysis. Interviews were conducted with 9 current and former OISE-CIDEC faculty and staff. Documents reviewed included: CIDEC newsletters, annual reports, director/co-director reports, CIE Journal and other academic journal article reviews, and book reviews. The contemporary internationalization of higher education promotes the formation of North-South (N-S) partnerships to facilitate access to new research sites and opportunities for international programming. This study conceptualizes N-S partnerships as an extension of internationalization policy. In the current context of internationalization, there is a reliance on higher education to produce economic benefits to support national economic objectives. There are particular concerns, however, with a practice of N-S partnerships that are enacted in communities located in the Global South. This multi-voiced paper considers the role of language and linguistic heterogeneity in relation to larger discourses and processes of internationalization and globalization in Canadian higher education by examining two particular educational contexts in Ontario: newly arrived adult students participating in Immigrant language training programs; and Franco-Ontarian students transitioning to post-secondary schools and gaining access to higher education. Building on an examination of comparative and international literature and their research and development experiences, the authors highlight a number of continuities, changes, and issues between Soviet and post-Soviet, international and Central Asian experiences of borrowing and lending of education reforms. Even though Central Asian actors and institutions are not totally helpless victims and though international experts and NGOs appear well-meaning in these globalizing education transfers, the processes are leading toward reproducing global and local dependencies and inequalities.The trajectory of education reforms in Central Asia echo those of other developing countries. In a globalizing world, Mexico’s higher education system is undergoing significant transformations. One of the more hopeful, positive transformations is the emergence or strengthening of gender equity policies in many education institutions. The equity-oriented policies, packaged in transnational policy spheres, are interpreted and set in motion based on the interplay of national, local and institutional contexts. While this emergent equity-friendly policy environment represents a positive movement for equity, its manifestations and effects remain understudied.

This essay reviews the principles motivating contemporary critical mathematics discourses. Drawing from varied critical discourses including ethnomathematics, critical theory, post-structural theory, and situated and ecological cognition, the essay examines the pragmatics of critiques to the privileged role of school mathematics in the era of globalization. Critiques of modern school curricula argue that globalization practices linking education to technological and economic development are increasing, and the curriculum is being redefined through discourses of privatization, national standards, and global competitiveness.
