In this special issue exploring parents’ responses to neoliberal policy changes, especially shifting notions of risk and responsibility, this article provides a historical account of local and national policy initiatives in the contemporary United States that have increased risk and placed responsibility for this risk on the shoulders of parents (as well as educators). The opening section of the paper reviews major recent policy documents and initiatives in the United States, from the landmark 1983 report ‘A Nation at Risk’ to the current age of test-based accountability. The purpose of this case study was to expand the literature base regarding the application of high school schoolwide positive behavior support (PBS) in an urban setting for practitioners and policymakers to address behavior issues. In addition, the study describes the use of the Change Point Test as a method for analyzing time series data that are dependent in nature. The researchers used an existing case study example to guide the implementation of the intervention. The overall implementation of PBS reached full fidelity during the final year. Measuring school success using a variety of tools is commonplace in America.

For many years, one standard measurement of a school's success was The Blue Ribbon Award from 1982 through 2002. This award quantified success based on schools achieving successful outcomes in a variety of areas with specific criteria.

Blue Ribbon award winning schools are exceptional by Department of Education

standards. They are not exempt from school violence and the issues that plague other

schools. Academic success and awards do not prepare a school for the situation that

occurred at Columbine.
