The global commitment to early learning has been expressed in the United Nations (UN) Sustainable Development Goals Agenda (SDG) (United Nations, 2016) and access to support for early learning is considered a human right for all children, whether provided by the family, community, or institutional programs (UNESCO, 2013). Early childhood education and care (ECEC) settings are naturally oriented towards promoting 21st century skills. This can be seen in Australia, where learning is defined as the development of identity, social and emotional skills, problem-solving, and communication skills. A 21st century orientation is also seen in the playbased pedagogies implemented in ECEC settings. A gap, however, exists in the ability of the ECEC sector to communicate its successes. The primary purpose of International Computer and Information Literacy Study (ICILS) 2018 is to assess systematically the capacities of students to use ICT productively for a range of different purposes, in ways that go beyond a basic use of ICT. ICILS 2018 includes authentic computer-based assessments that are administered to students in their eighth year of schooling. These generate data reflecting two dimensions of ICT-related capacities: computer and information literacy (CIL) and computational thinking (CT). This report aims to establish a strong evidence base for planning a validation study of professional standards for teachers. It presents findings from a rapid "snapshot" review of relevant research literature, to identify previous examples of validation studies, and extract lessons from these about worthwhile methods and considerations in research design. This review was originally conducted to inform the design of a validation study of the draft Myanmar Teacher Competency Standards Framework, but may also have wider relevance to other education systems pursuing similar standards-based reforms.
