Professional school counselors employed in low-income education communities have a large, diverse student population to service. Researchers have indicated that urban minority youth present more challenges in school than affluent students due to economic constraints and other related factors. School counseling members apply different skills or techniques mastered from their graduate and professional training regardless of existing inequalities. School counselors are ethically obligated to help minors attain academic success, social-emotional development, and postsecondary goals. The dearth of literature warrants more qualitative research studies to explore further the phenomenon of school counselors working in underprivileged neighborhoods. The problem addressed by this study is the lack of student input in the development of resources to support academic buoyancy, leading to a gap in educational practices. Early college high school (ECHS) and dual enrollment programs offer opportunities for students to work toward their 2-year degree while still in high school. The problem for this study was that the ECHS and dual enrollment programs had not been compared to see if they facilitated 2-year college degree completion compared to one another and to a traditional college program. People who do not have a high school diploma or equivalent often find it difficult to financially provide for themselves and their family. The Workforce Innovation and Opportunity Act (WIOA) of 2014 provides career counseling to U.S. youth ages 16-24 as they obtain job training and work on their general equivalency diploma (GED). Although researchers have examined different aspects of the program, they have not yet explored the experiences of participants.
