This organizational improvement plan presents a continuous organizational change approach that addresses communication issues between leadership and two culturally distinct departments, the Anglo Western and European, in an established Asia-Pacific international school. Communication is valued in the school’s strategic vision of raising the profile of its European culture. NXS began as an experimental bilingual school in a major urban city in Taiwan. Over its twenty-year history, the school transitioned from offering English language instruction for local students to a fully WASC accredited and IB authorized World School. The foreign staff grew from a few staff to comprising two-thirds of the 150-teaching faculty. Despite the size and potential impact of foreign teachers, they have no voice in the school, are excluded from setting the direction of the school, and are largely absent from the life of the school community. The Naval Training System (NTS) is the authority for training across the Navy, responsible for trainees until the completion of their on-the-job training (OJT) or ‘apprenticeship’ at sea. An emerging challenge are the rising rates of trainee attrition during OJT. This Organizational Improvement Plan (OIP) proposes a leadership solution to develop a culture that embraces faculty scholarly activity at a large Canadian polytechnic institution. The recent advent of two baccalaureate degrees at this diploma-offering institute brought with it the provincial government stipulation that faculty teaching in degree programs must be continually engaged in scholarly activity. A previous unsuccessful implementation of this requirement addressed the functional, managerial aspects of conducting research, however faculty were unprepared for the cultural shift necessary to transform them from polytechnic instructors to scholarly polytechnic instructors.
