The need to address culture in EFL/ESL classrooms has been stressed by scholars in the SLA field for decades (see Kramsch, 1993, 2009, 2011; Byram, 1988; Liddicoat & Scarino, 2013). The original intention of working with culture in the English classes as a means to develop language proficiency –sociocultural competence– was expanded, and nowadays, the focus is on the role culture instruction has in developing empathy and respect for other ways of living and in promoting reflection about learners’ own lifestyle –intercultural competence (Byram, 1988, 2008; Deardoff, 2006). Studies report that health care disparities widely exist in our health care system and patients of different racial and cultural backgrounds do not receive adequate health care. The purpose of this case study was to examine and extrapolate the primary design elements of middle/early colleges in Minnesota that are most likely to support expanded statewide implementation of the model. These middle/early colleges are presently located in Anoka and Rochester and on the Iron Range in the northeastern region of the state. Through a case study analysis of each location, the cultural attributes of each community or region influencing the structural design of each early/middle college were examined in the context of the common design elements represented in the review of literature. This case study dissertation examines the implementation of digital technology in a mid-sized public school district in southern Minnesota. The methodology involved unstructured interviews and close observation of several teachers, administrators and related staff in the junior-senior high building. These observations were presented in informative vignettes that help to tell the story of the culture of innovation in this school, as well as highlight some of the implementation strategies that aid this school and district in meeting its goal to meet all learners in a 21st century society.
