The purpose of this historical case study was to explore, through the lens of knowledge transfer, answers to the following two questions: how did the Sister-educators from one community in Northeast Ohio prepare themselves for leadership, and when it became clear that the future of their urban school depended on transitioning to lay leadership, how did Sister-principals prepare their religious communities and their school communities for that change. This qualitative study focuses on six members of one active, engaged, service-based community which has supported schools Northeast Ohio for over a century. The No Child Left Behind Act mandated every student be taught by a highly qualified teacher (HQT). Criteria to determine if teachers meet the HQT mandate fail to account for differences in grade levels, subject areas, and student demographics. This study posited that the relationship between measures of teacher quality and student achievement vary according to contextual factors. Fifth grade is unique in that it marks students' transition from upper elementary to middle school grade levels thus, fifth grade may be classified as either an upper elementary grade or middle grade. In recent years there has been an intense focus on literacy acquisition at the elementary school level. There is indisputable evidence correlating early reading achievement and future academic success. This evidence has resulted in Federal and local dollars being poured into school districts annually to insure the development of these essential skills. The Individual with Disability Educational Improvement Act (IDEA-2004) (P.L. 108-446) includes a policy called Early Intervening Services (EIS) which makes it permissible, but not mandatory, for a school district to use 15 percent of their IDEA Part B funds to provide services to non-disabled at risk students. However, a school district cited for disproportionality because of an overrepresentation of racial or ethnic minorities or second language learners receiving special education services or disciplinary action is required to use 15 percent of their special education funding to address these issues.
