The Public Service Company of New Mexico (PNM) persuaded the Public Service Commission of New Mexico (PSC), in March 1975, to adopt a cost-of-service index (CSI) approach to setting electric service rates as an alternative to setting the service rates through formal rate hearings. This thesis primarily reviews the CSI's impact on the Company and the Commission.
PNM asked for an alternative method of setting service rates because of the electric utility industry's financial crisis in the early 1970s. The rapidly changing, economic environment of this period created severe upward pressure on prices and costs. The inability of regulatory commissions …

The purpose of this thesis is to describe and evaluate the objectives of the CSI as one possible long-range solution to the crisis faced by the electric utility industry today. Consisting of five chapters, the first presents a brief history of events that led to PNM proposing the CSI. This historical overview lends understanding to the gravity of the utilities’ financial crisis and to the need for reform action to prevent another similar crisis.

It is universally suggested that cancer is suspected of being environmentally induced. The economic risk associated with exposure to suspected environmental carcinogens is not yet analyzed. Although several researchers have estimated the health damages of certain pollutants, an appropriate methodology to estimate the economic damages of suspected carcinogens is not yet developed.
The theoretical model developed in this dissertation analyzes the economic risk of exposure to suspected environmental carcinogens. The important conclusion drawn from the theoretical model is that exposure to environmental carcinogens at earlier stages of life should be optimally avoided. The aim of this study is to estimate the future school enrollment in the Uintah School District that results from oil shale development. Future need for classrooms and teachers is also projected, and costs to the school district for providing this need are estimated.
Yearly revenue from the oil shale plant and from new residential buildings due to the plant is also estimated. The annual costs and revenues are compared and it is observed that the costs exceed the revenue during the first five years. The deficit can be reduced, however, if stagger sessions are used to provide needed classrooms …

The central objective of the investigation in this study is to determine a means of attaining an economically efficient combination of resources to maximize the level of services provided by a national park under the conditions of a limited budget, a constrained production possibilities set, and a limited availability of inputs. First, a theoretical model is built which elucidates the collective and private good natures of national park products. In this paper the institutional factors affecting water distribution in the Upper Colorado River Basin in general and the Uintah Basin are presented. The historical development of the appropriation doctrine of water allocation is outlined and Utah water policy is examined. These institutional factors are analyzed in light of the prototype oil shale development in the Uintah Basin and potential impact on the area's agricultural sector. Oil shale water estimates are compared with Uintah Basin water availability and examined with regard to population projections and municipal water use. The Weber Basin Water Conservancy District is a state institution, but its primary function is collecting money for the U.S. Bureau of Reclamation, to pay for the Weber Basin Project. Different classes of water users pay markedly different fees for identical Project services. More than half of the water developed by the Project is not used consumptively, yet supply facilities continue to be built in the Basin because they are less expensive to their owners than prices charged for the underused capacity of the Project. A consumer characteristic profile of the snowmobile owners in Utah was compiled and compared to the general population in Utah and the United States. Other statistics were compiled which included user preferences of snowmobiling sites and machine characteristics.
Data were collected by a mail survey of snowmobilers during the 1974-75 snowmobiling season. Approximately 315 questionnaires were analyzed. Additional data were collected from the Utah Division of Parks and Recreation.
Total economic rent values were estimated for 58 sites in Utah. These values were then separated into location and quality values. This was done by reallocating trips to sites by means …

Using a conceptual model of a water supply firm, the necessary conditions for production and market efficiency are derived when renovated wastewater is considered as a potential water resource. The nature and extent of the supply augmentation due to recycled reuse is demonstrated using classical optimization techniques. Three stages of short-run supply corresponding to no recycling, partial recycled reuse and complete recycling of all reclaimable water are identified through appropriate Lagrangian Multipliers as well as graphical techniques.

"A problem of growing concern in the United States deals with the poor results of the nation's businesses in terms of productivity. The U.S. is now suffering the worst decline in productivity in a generation. While part of this decline can be attributed to economic conditions, data indicates that the labor force could be more productive if it wanted to do so. A study has shown that 52% of all workers feel they aren't producing at full capacity. Alienation of the American worker is identified as one of the most important contributors to this problem.

The purpose of this study was to determine the kind and degree of differences that existed in the socioeconomic status and access to financial resources of elderly members of the Church of Jesus Christ of Latter-day Saints, and to determine if differences existed between Church Service and private pay elderly hospital patients in economic status, type of housing, housing costs, marital status, sex, number and degree of access to children, savings and other assets.

The purpose of this study is to present a descriptive analysis of the active participants in a voluntary association concerned with community development. This analysis will focus upon description and discussion of the socio-demographic characteristics of the active members of the organization. Some of the attitudinal factors which operated to motivate and sustain participation in the organization will also be examined. Before proceeding with discussion of the theoretical background for the study, the community and its history relative to development of the organization will be described.
