Vocational Rehabilitation (VR) programs are funded by the Rehabilitation Services Administration (RSA) to assist individuals with disabilities to obtain, advance, or retain employment. Employment is a valuable outcome because it can increase economic independence and community participation. To achieve employment, VR programs offer a range of services such as assessment, counseling, training, and job placement. We conducted two studies using RSA-911 case-services data to better understand

The Commonwealth of Kentucky currently has 5 thoroughbred racing tracks and 3 harness racing tracks (Kentucky Horse Racing Commission 2023 and Mint Julep Louisville 2021). As Table 1 below shows, the industry employees roughly 7,000 people (direct jobs), and these jobs annually support another 2,000 jobs or so throughout the state. These 2,000 jobs are jobs that are provided by the suppliers to the horse race tracks (indirect jobs) and jobs that are created by the spending of the race track employees and the employees of suppliers on food, housing, transportation, and clothing by vendors and retailers throughout the state …

Employment, Income, And Poverty In Kalamazoo City Core Neighborhoods, Val Klomparens

This report employs a traditional methodology using American Community Survey data to examine employment, income, and poverty in three neighborhoods in Kalamazoo, Michigan: Eastside, Northside, and Edison. These neighborhoods are studied with an emphasis on eligibility status for the Distressed Area Recompete Pilot Program, administered through the U.S. Economic Development Administration. Eastside residents are unique in that a larger share earn income through wages or employment than do Michigan residents, yet their median income falls below those at the county and state levels in a statistically significant way. Underemployment is a prevalent labor market issue around the globe. It reflects how an individual can be employed but is unable to work to their desired number of hours, receive sufficient wages, or fully utilize their skills, leaving them in precarious working conditions. Studies on underemployment and its gendered impact in the Philippines remains limited with most labor studies primarily addressing wage and unemployment. This study addresses this gap by identifying the factors contributing to underemployment and gender-based inequalities in the Philippines. Previous literature presents mixed evidence on the effect of alcohol consumption on labor market outcomes. On one hand, heavy alcohol consumption has been shown to have detrimental effects on labor market outcomes. On the other hand, moderate consumption is positively associated with wages and employment. Despite substantial reduced form evidence, previous literature has not been able to separately identify the causal pathways linking moderate versus heavy alcohol use to labor market performance due to the lack of natural experiments that only target moderate versus heavy drinking, as well as limitations of available structural methods that model state dependence and unobserved …

The Impact Of Weather Shocks On Employment Outcomes: Evidence From South Africa, Harriet Margaret Brookes Gray, Vis Taraz, Simon Halliday

Environmental Science and Policy: Faculty Publications

Climate change is increasing the frequency of extreme weather events, such as drought and heat waves. In this paper, we assess the impact of drought and high temperatures on the employment outcomes of working-age individuals in South Africa between 2008 and 2017. We merge high-resolution weather data with detailed individual-level survey data on labor market outcomes, and estimate causal impacts using a fixed effects framework. We find that increases in the occurrence of drought reduce overall employment. These effects are concentrated in the tertiary sector, amongst informal workers, and in provinces with a higher reliance on tourism. Taken together, our …

This report analyzes the Southern Nevada employment ecosystem by utilizing occupational clusters recognized by the U.S. Department of Labor. The first section examines occupations in the tourism industry using three occupational clusters: hospitality and leisure; arts, audio/video technology and communications; and the transportation, distribution, and logistics. Next, this report utilizes the Las Vegas Global Economic Alliance’s 2022 Workforce Blueprint to identify the top 15 in-demand occupations for Southern Nevada and occupational clusters. The Employment Effects Of Mobile Internet In Developing Countries, Gaurav Chiplunkar, Pinelopi K. Goldberg

Discussion Papers

We examine the employment effects of 3G mobile internet expansion in developing countries. We find that 3G significantly increases the labor force participation rate of women and the employment rates of both men and women. Our results suggest that 3G affects the type of jobs and there is a distinct gender dimension to these effects. Men transition away from unpaid agricultural work into operating small agricultural enterprises, while women take more unpaid jobs, especially in agriculture, and operate more small businesses in all sectors. Both men and women are more likely to work in wage jobs in the service sector.

Not only do natural disasters cause immediate physical damage to an area, but they often have long-lasting social and economic effects as well. Tourism is a sector of the economy that is relatively fragile and relies heavily on a stable economy. This paper attempts to capture the effect of natural disasters on the tourism industry, specifically tourism employment. This research uses panel data and focuses specifically on 7 metropolitan statistical areas in the United States between 2002-2018. Unemployment insurance (UI) exists to provide temporary partial wage replacement during periods of involuntary unemployment while beneficiaries are actively seeking reemployment. The reemployment effort required of UI beneficiaries, which balances the work disincentive of income replacement, ensures that UI is social insurance rather than social welfare.

In 2017, Congress appropriated funding to provide reemployment services and eligibility assessments (RESEA) to UI beneficiaries. The legislation also required that states receiving RESEA conduct annual evaluations to produce causal evidence that reemployment services and eligibility assessments are effective.
