Cultural Diplomacy With North Korean Characteristics: Pyongyang’S Exportation Of The Mass Games To The Third World, 1972–1996, Benjamin Young

During the 1970s and 1980s, the communist government in Pyongyang sent Mass Games instructors to the Third World in order to improve the image of North Korea abroad and promote its version of socialist modernity. The Mass Games, a huge choreographic gymnastics event of 100,000 performers, artistically exhibited the North Korean idea of "ilsim-dangyeol (single-minded unity).” In the era of decolonization, postcolonial leaders in the emerging Third World turned to East Asia for developmental inspirations and some leaders, notably Idi Amin of Uganda, admired the North Korean model of collectivism and discipline. This article will assess the roles and responsibilities of Special Operations Forces (SOF) within the newly created U.S. Africa Command (AFRICOM) as an active proponent of a so-called “smart power” national security strategy. In particular, it will outline the economic, political, and military challenges faced in Africa; specifically, how and why SOCAFRICA is the U.S. force of choice for promoting human rights and rule of law in Africa. At a time when the U.S. Department of Defense is putting the finishing touches to the establishment of a military command for Africa (known as AFRICOM) and the People’s Republic of China’s influence on the continent seems to be on the rise, a detour through the history of America’s past geographical imaginations of Africa appears as a necessity. At the close of 50 years of independence, Africa is still yearning for unity despite of the more than 100 years of the initiatives made by the pan-Africanists. The essay addresses important issues of political, economic, social and cultural rebirth of the African continent. It argues that, if the ideas of Pan-Africanism or Africanisms are deeply persuaded they can make Africa successfully in coping with its problems and orient itself in a rapidly globalising world.
