William Hague’s assertion that human rights should constitute the “irreducible core” of foreign policy under the new UK coalition government may seem a radical departure for the new Foreign Secretary. Hague is, after all, a leading figure in the British Conservative Party, which in its recent election manifesto called for the repeal of the UK’s Human Rights Act that incorporates the European Convention on Human Rights into UK law. As a professional discipline, homeland security is complex, dynamic, and interdisciplinary and not given to facile definition. As an academic discipline, homeland security is relatively new and growing, and its workforce aging. As such, there is an acknowledged need to develop academic homeland security programs to try and meet anticipated workforce needs. Historically, as many as 7–10% of US police contacts have involved persons with mental illnesses, with a disproportionate amount of these encounters resulting in arrest, usually for minor offenses. Crisis Intervention Teams (CIT) were created, and have proliferated, to ameliorate this problem by offering a specialized response and serving – at least informally – as a liaison between mental health services and police departments. Because preventing unnecessary arrests is one of CIT’s principal objectives, this study examined the arrest rates of persons with mental illnesses and the number of arrests that might have been prevented after the implementation of a …

Officers from the Lexington Division of Police have begun planning the implementation of a popular United Kingdom crime prevention program, Secured by Design, in Lexington, Kentucky. Many municipalities in the United States operate crime prevention by design programs, focusing on how the built environment affects criminal behavior. Secured by Design, a specific crime prevention by design program privately owned by the U.K.'s Association of Chief Police Officers, partners with U.K. police and urban planning departments to encourage adoption of building and design practices believed to prevent crime.
