The thawing Arctic is subject to increasing activity, attention, and a renewal of interests in the region from around the globe. National interests have compelled strategic planning in the Arctic region and are connected to global geopolitics. A concept of grand strategy is distilled from theories of past authors, understood within the modern context. That concept includes a terminological framework consisting of interests and threats to inform an ends, ways, and means design of strategy, composed of all instruments of state power, blending policy with strategy, and across the peace-war continuum. A secondary question that this paper will investigate is whether the definition of “national security” that was used contributed to the protection of American lives and interests. The United States is losing the competition for global power to China, especially on the African continent. This thesis aims to analyze opportunities for the United States to take advantage of China’s withdrawal from Ethiopia in order to develop relations with the quickly growing country and influence the country toward democratization. This author found that while democracy is not likely, through increasing relations with Ethiopia’s prime minister, the United States has an opportunity to push for increased individual freedoms for Ethiopians. The author relied on open-source information and strategic analytic techniques often employed by the U.S. intelligence community.

Conventional academic discussion vis-à-vis America’s Special Operations Forces, is largely focused at the tactical and operational level of analysis. This means the emphasis on explaining outcomes is placed on personnel (recruiting, assessing, selecting, and training), cutting edge equipment, innovative tactics, or advanced command and control procedures. Addressing this long-standing trend, I argue that factors well beyond the widely accepted explanations for success or failure are in play. This dissertation investigates a major change in U.S. Government research and development policy away from its traditional mission-based model, toward a distinctly commercially-oriented research approach. The SEMATECH project is offered as an example of a Government Industry Partnership (GIP) dedicated to the development of dual-use programs (DUP) with the stated purpose of regaining technological superiority and market dominance in the production of a technology that had significant implications to national economic and military security. The study, builds upon the previous research of Horrigan, 1996; Porter, 1990; Geisler, 1993, 1997, 2003; Fong, 2000; Harlen 2008, 2010; and Brown, 2010. The study …
