The 12MSP was a formal meeting of the 160 States which had, as of the time of the meeting, accepted the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction. It was held in accordance with Article 11 of the Convention and pursuant to the decisions of the 2009 Second Review Conference and the 2011 Eleventh Meeting of the States Parties (11MSP).

Cambodia's mine and ERW problem is a result of the long period of civil and regional conflicts that affected the country from the late 60s until 1998. Due to these conflicts, Cambodia is now one of the most heavily contaminated countries in the world, with more than 63,000 mine/ERW victims recorded since 1979. In 2011, in Afghanistan, where we have the largest UNMAS programme, over 880,000 explosive items were destroyed, thus facilitating security and development initiatives. In the Democratic Republic of the Congo, more than 6,000 kilometres of roads were verified safe, contributing to freedom of movement and development. In Western Sahara, 6.8 square kilometres of land were released, marking a 242 per cent increase from 2010. In Sudan, the mine action programme was transitioned to national ownership. The evaluation of the Support to Tajikistan Mine Action Programme (STMAP) was commissioned by UNDP to:
- Develop a roadmap for the future of TMAC

The year 2012 was an important one for UNMAS. Delivering on its commitment, UNMAS has successfully led and completed the United Nations Mine Action Strategy, which was endorsed, last December, by the heads of United Nations entities active in mine action. This was a welcome reaffirmation of UNMAS leadership and coordination role. Simultaneously, my counterparts entrusted UNMAS with the responsibility of establishing, hosting and operating the United Nations Monitoring and Evaluation Mechanism for Mine Action, a commitment to accountability and transparency that I wholeheartedly support.
