Why do we view mathematics the way we do in the United States and how have these views created an environment where we consider mathematical illiteracy and innumeracy socially and culturally acceptable when a lack of this knowledge and ability can function to enslave, exploit, restrict, and oppress. Mathematics is considered a universal language for students. However, now common core standards require students to explain their conceptual understanding through words, numbers, and verbal explanations. Student proficiency in the universal language is impeded when they do not speak the primary language. It is difficult for the teacher to teach both the academic language and mathematical concepts, when the vocabulary is not accessible to all students. The mathematical skills students learn from kindergarten through eighth grade are the foundational skills upon which all higher level mathematics courses build. It is highly beneficial that students master previous mathematics concepts, applications, and skills, prior to learning algebra and other higher level mathematical courses. Mastering elementary and middle level mathematics before learning algebra increases students’ chances for success when taking an algebra course. This study tested 39 ninth and tenth graders, from the college preparatory program Upward Bound, on the mathematical domains of fractions and ratios/proportions. With the importance of math steadily increasing, researchers in the field of special education have made efforts to increase the performance of students with disabilities (Fuchs et al., 2008; Gersten, Jordan, & Flojo, 2005).
