This quantitative study is an investigation of whether or not there is a link between crime and the family structure within an urban Midwestern community. The study took place in a Midwestern urban community in Chicago Illinois. Participants were gathered from a prominent Church within the community. Participants were randomly selected to participate in the study. The participants completed two surveys that offered results pertaining to parental behavior and likelihood of youth engagement in crime. This research offers a feasibility study on the effectiveness of the Pennsylvania Academic Career Technical Training Alliance (PACTT) at engaging youth in school and work upon return to the community. The sample included adjudicated youth from Allegheny County, Pennsylvania committed to PACTT-affiliated residential facilities and who discharged between July1, 2011 and June 31, 2012. An overview of the PACTT Initiative, with specific attention to its core elements, is presented and examined in the context of Ecological Systems Theory. The focus of the present study was on the lack of positive socialization of children affected by parental incarceration. Researchers have indicated the need to broaden the examination of the effects of parental incarceration on children. Mentorship has demonstrated a positive influence for youth who display at-risk behaviors. However, there is little research regarding the effectiveness of mentorship programs for youth who have experienced the negative effects of parental incarceration. The purpose of this transcendental phenomenological study was to describe the experiences of youth who have completed an individualized mentorship program following parental imprisonment.
