Previous research on the determinants of economic inequality in the wealthy democracies has found that differences in the size and constitution of labor unions accounts for much of the cross-national and over time variation in economic inequality. Despite numerous theoretical and empirical reasons to suppose the contrary, most of this research assumes that the union effect on economic inequality is independent of the particular socio-economic and political environment unions are situated within and the types of workers actually unionized. Does the amount of women in the legislature have an effect on the type of legislation passed? Wide variation exists in gender parity across countries; however, whether or not the amount of women in legislatures has an effect on the type of policy that is proposed and/or passed by the government is largely overlooked. In this analysis, I analyze the percentage of women in the legislature and six measures of women’s rights in 139 countries. This paper compares the effectiveness of an NGO and a government branch at promoting development through gender equality in Tanzania, in an attempt to determine whether one actor is more suited to this sector of development. Due to the nature of the actors, their approaches impact different parts of the population of Tanzania and are complementary in their impact. Both NGO and government efforts can help to empower women and in turn promote economic development in Tanzania.

Conceptually, populism has no specific relationship to gender; in fact, gender differences, like all other differences within ‘the people’, are considered secondary, if not irrelevant, to populist politics. Yet populist actors do not operate in a cultural or ideological vacuum. So perhaps it is the national culture and broader ideology used by populists that determine their gender position.
