This submission provides support and explanations to the recommendation that specifications adopted for European applications of CableLabs’® Downstream RF Interface specifications (“DRFI”) should be maintained in accordance with the existing North American DRFI. It contains responses to a proposed changes offered by European proponents. This note addresses the in-channel (Active Output Channel) return loss requirements and the ‘Other Channels’ spurious and noise requirements.

Worldviews emerge from our individual and collective Levels of Consciousness at given points in time and space and from what we come to “believe” is possible or not. In my own experience, my research on Consciousness, and my study of various cultures, societies, and Consciousness literature, I have identified at least seven Levels of Consciousness, twenty-five Archetypal Energies, and various Earth Lessons, which we seem to commonly experience as human beings, in our own unique personal, societal, and global life spaces.

The Case Against A Proposed Relaxation Of Out-Of-Band Noise And Spurious Specifications For Docsis Edge-Qam Rf Devices, Ron D. Katznelson

This submission supported Broadband Innovations' (BI) opposition to relaxing the Out-of-Band Noise and Spurious specifications in QAM downstream transmission of Edge-QAM (“EQAM”) devices. The specifications relaxation was proposed by a consortium of equipment vendors who called it the Joint Proposal for Self-Aggregate noise and spurious (“JPSA”). This note explains why the adoption of the JPSA would strip CATV systems from having sufficient operational noise and interference margins.

Post submission note: Despite the overwhelming majority of the Working Group's acceptance and recommendation of the JPSA, CableLabs' Technical Board voted to accept BI's proposal and to reject the JPSA.

The sudden and rapid growth in access to telephones in Nigeria has certainly raised major questions for telecommunications scholars. Access to telephones in Nigeria had been marginal by the end of the twentieth century with the teledensity rate well below 1:100 for a country of estimated 130 million persons (Ajayi, Salawu and Raji 1999). The Australian courts are entering their second decade of experimentation with televised court proceedings. Yet, the process has been slow and largely unfulfilling for both the courts and the television networks. Developments in this field, compared to other countries, notably the United States, Canada and New Zealand, have progressed only on an ad hoc basis. A preliminary study indicates that the management in television newsrooms, notably news directors, have not been proactive in gaining camera access in any systematic or unified way. Criticism of the anti-democratic uses of public relations by governments and corporations is appropriate. However public relations is more than the public relations industry. This paper returns to the definition of democracy, placing it firmly within an historical context, from ancient Athenian processes to today’s mass society and considers the role that public relations can play in the context of democratic dialogue. This article compares several lodging alternatives in Clarksdale, Mississippi. Blues tourism in the Delta has been characterized by decentralized efforts as well as fragmentation with each Delta community competing for tourists, money, and prestige. Yet there is evidence that the development and promotion of blues tourism are fast becoming a more organized and centralized phenomenon. Located on the outskirts of Clarksdale, Mississippi, the Shack Up Inn offer tourists the opportunity to sleep in one of six renovated sharecroppers' shacks.

Students become much more engaged in movies than in most other visual aids because they find them entertaining and see greater applications in their own lives. However, the instructor’s goal in showing films is more than to entertain or fill time; it is to assist in learning. By increasing student involvement, higher levels of learning can be achieved. This paper applies a taxonomy of engagement suggested by Rößling and Naps (2002) to the teaching of communication. By engaging students, beyond viewing, in responding, changing, constructing and presenting, greater learning outcomes can be achieved.

The brains of Alzheimer’s disease (AD) patients contain large numbers of amyloid plaques that are rich in fibrils composed of 40- and 42-residue amyloid-#1; (A#1;) peptides. Several lines of evidence indicate that fibrillar A#1; and especially soluble A#1; aggregates are important in the etiology of AD. Recent reports also stress that amyloid aggregates are polymorphic and that a single polypeptide can fold into multiple amyloid conformations. Here we demonstrate that A#1;-(1–40) can form soluble aggregates with predominant #1;-structures that differ in stability and morphology. One class of aggregates involved soluble A#1; protofibrils, prepared by vigorous overnight agitation of monomeric A#1;-(1–40) …

This note addresses the impact of broadband return loss of frequency agile modulators when combined through headend combining networks. In particular, the effect of less-than-ideal output return loss values are examined and it is shown that even under the worst case conditions, a broadband return loss of 10 dB produces only small reductions in isolation that still permit cable operators to meet their headend combining specifications.

Some proponents of epistemological approaches to argumentation (Biro, Siegel, Lumer, Goldman) assume that it should be possible to develop non-relative criteria of argument evaluation. By contrast, this paper argues that any evaluation of an argument depends (a) on the cognitive situation of the evaluator, (b) on background knowledge that is available for this evaluator in a certain situation, and (c)—in some cases—on the belief-value-system this person shares.

A crucial problem of conflict management is that whatever happens in negotiations will be interpreted and framed by stakeholders based on their different belief-value systems and world views. This problem will be discussed in the first part of this article as the main cognitive problem of conflict management. The second part develops a general semiotic solution of this problem, based on Charles Peirce's concept of "diagrammatic reasoning."
