Our critical national infrastructure systems have become almost universally dependent upon computer-based control systems technically referred to as supervisory control and data acquisition (SCADA) systems. SCADA systems evolved from the telemetry and event-alarm systems developed in the early days of utilities. With the widespread use of SCADA systems, computers have become the "basis element" for much of our critical infrastructure. Thus, the disruption of controlling computer terminals and networks due to natural disasters, electric power failure, accidents or malicious activity can have catastrophic consequences.

The accumulation of degradation factors in the downstream channels is reviewed with focus on headend/hub transmission-related noise aggregation due to a plurality of downstream Quadrature Amplitude Modulation (QAM) transmitters and upconverters. Substantial increase in the number of QAM transmitters based on frequency agile upconverters is expected. Unlike fixed channel upconverters, these do not have narrow band filters at their output, consequently imparting appreciable levels of broadband noise on the network when several such units are combined. This paper discusses the practical limitations and the subtle assumptions that must be incorporated into the specifications and measurements of Aggregate Broadband Noise of CATV upconverters and digital QAM transmitters. Considerations that govern the accuracy and measurement dynamic range required for such Aggregate Broadband Noise measures are identified. Novel methods involving the separation of the Aggregate Broadband Noise measure into its composites, namely, modulated distortion noise components and other broadband noise components are discussed. Two media endeavours, the Heritage Minutes and the CBC documentary Canada: A People’s History, hope to serve as a corrective to Canadians’ lack of interest in their history and to bolster national identity. However, the producers do not want to appear propagandistic in a country where there is conflict about what the shape of the nation should be. They accomplish this by appealing to the “on the spot” authority of journalistic representation and the emotional immediacy of dramatic story-telling. Statistical Properties Of Composite Distortions In Hfc Systems And Their Effects On Digital Channels, Ron D. Katznelson

The statistical properties of Composite Triple Beat (CTB) and Composite Second Order (CSO) distortion terms associated with the analog channels carried on Hybrid Fiber Coax (HFC) are presented. Both simulation and measurement results show that such distortion components falling on individual channels have amplitude Probability Density Function that is nearly Rayleigh distributed (having a Standard Deviation of 5.7 dB). It is shown that both CTB and CSO components have peak envelope power fluctuations that exceed their average (measured) power levels by more than 15 dB. The extent to which that news content is itself mediated by others is a more ambiguous and problematic area. Another Part Of The Risk Communicatin Model: Analysis Of Risk Communication Process And Message Content, Michael J. Palenchar, Robert L. Heath

The authors undertook a study to define the messages that exist in 2 communities of risk (e.g., high concentration of chemical facilities) using the principles of fantasy theme analysis and symbolic convergence theory. Through several methodological steps including a document review, interviews, focus groups, and a telephone survey (N = 450), the researchers determined the messages that dominate in the community, and were able to segment them into rhetorical visions based on master analogues. Eminent scholar Harry Edwards (2000) has articulated three major realities of African American males in sports: a) The presumption of innate, race-linked black athletic superiority and intellectual deficiency; b) media propaganda portraying sports as a broadly accessible route to African American social and economic mobility; and c) a lack of comparably visible, high-prestige African American role models beyond the sports arena. Driven by labeling theory (Becker, 1963; Goffman, 1959), eight African American male student athletes were surveyed and interviewed. The last two points of Edwards' scholarship were investigated.
