Emergency responders need to arrive at the emergency scene as soon as possible, but operating vehicles under emergency conditions can pose a risk to both the responders and other road users, potentially resulting in crashes or delays in emergency operations. In this research, an emergency response system is proposed to assist emergency and non-emergency response vehicles (ERVs and non-ERVs) during emergency operations in a connected vehicle environment. High Friction Surface Treatment (HFST) is a proven technology to reduce crashes on roadways by increasing the coefficient of friction between vehicle tires and the pavement. However, it is an expensive solution due to the high cost of the two commonly used constituent materials, calcined bauxite aggregate and epoxy resin binders.

This study evaluated the abrasion resistance performance of four alternative HFST aggregates to calcined bauxite using Los Angeles Abrasion and Micro-Deval Abrasion tests, and studied the surface texture utilizing a high-resolution laser scanner and friction utilizing the British Pendulum Test.

This dissertation presents the development of base case small-strain shear-wave velocity ( ) profiles and non-linear materials property models of local site conditions in South Carolina for seismic site response analyses. The need to address South Carolina's seismic hazards is partly motivated by the 1886 Charleston earthquake (moment magnitude, Mw= 6.7 to 7.5). High Friction Surface Treatment (HFST) is a roadway remediation technique used to improve pavement’s coefficient of friction, to enhance roadway safety. The application of HFSTs has repeatedly demonstrated the ability to significantly reduce crashes in both wet and dry conditions. Typically, epoxy-resins and calcined bauxite aggregate are used in HFST treatment. This research introduces an advanced framework which employs parametric wind field models for peak wind speeds, and building fragility curves, loss functions, and demographic data to estimate for estimating housing damage and loss. This thesis investigates the use of a Latex Modified Concrete (LMC) overlay to increase the strength of prestressed channel girders and enhance their ability to distribute load. The research conducted in this thesis involved material testing of several different LMC mixes and flexural testing of an LMC overlay and girder system. The material testing was used to determine a reasonable LMC mix design and surface preparation method to be used for the overlay. This research focuses on investigating the behavior of Cross Laminated Timber (CLT) diaphragms under in-plane shear loads through an experimental, analytical, and numerical approach. Full-scale destructive tests were conducted on cantilever CLT diaphragms to measure their response to cyclic loading. The results showed that the ultimate capacity of the diaphragms was primarily influenced by the fasteners used and exceeded the LRFD capacity. The primary energy dissipation mechanism was through the slip of diaphragm components and rotation of CLT panels due to fastener deformations. Inverse problems involve extracting the internal structure of a physical system from noisy measurement data. In many fields, the Bayesian inference is used to address the ill-conditioned nature of the inverse problem by incorporating prior information through an initial distribution. This thesis investigates the strength of flat precast concrete slabs that were taken from decommissioned South Carolina bridges. The specimens tested spanned 14 ft (4.3 m) or 15 ft (4.6 m), were 5 ft (1.5 m) or 5.5 ft (1.7 m) wide, and 8.25 in (210 mm) thick. In South Carolina, there are approximately 3000 similar bridges that use these slab members. Testing was conducted to determine the flexural capacity of “typical” slabs and the residual strength of slabs having visible deterioration of both the rebar and the concrete.
