We have all seen the headlines: No Lawyer for Miles or Legal Deserts Threaten Justice for All in Rural America. There is a substantial body of literature, across disciplines and for diverse audiences, that looks at access to justice in rural communities and geographies. However, in both the popular and scholarly imaginations, the access to justice crisis has been largely conflated with the shortage of local attorneys in rural areas: When bar associations, lawyers, and legal academics define the problem as not enough lawyers, more lawyers become the obvious solution. This report presents some of the core findings from a project designed to track the process of the Irish Citizens’ Assembly, with particular focus on the quality of the deliberative process and the attitudes of the members towards the process.
The evaluation team observed all public sessions of the assembly, surveyed members each weekend and interviewed members as well as the organisation team. Overall we found a very well run process, with high deliberative quality and good levels of knowledge gain and understanding by members. Secondary Career and Technical Education (CTE) provides students with a full education in academic areas as well as a career area of interest, allowing students to apply their school-based learning in the real world through work-based learning. At the same time, urban CTE adolescents have historically been marginalized and placed in a deficit model. The purpose of this qualitative study was to uncover the ways in which student agency is co-created in an urban, transdisciplinary CTE high school program, as well as to identify the institutional systems and structures that support or hinder the development of student agency.

This article addresses the social and historical relation between Chicago School neo-liberalism and contemporary racism, and its connections with the formations of racism in classical liberalism and its colonial character. I show the pragmatic and discursive operations of neo-racism in the context of this shift to a neo-liberal discourse, drawing particularly on Michel Foucault’s seminars, Society Must be Defended, and Birth of Bio-politics. Insofar as “race” cannot be understood as a discrete category outside its social, economic, moral, and political embeddedness in liberalism, I argue that methodological individualism and expectations of high-specialization constrain the theorization of race in U.S. scholarship. …

Contrary to the assumption that ‘‘9/11 changed everything,’’ post-2001 criminal justice practices in the area of terrorism show a surprising consistency with pre-2001 criminal justice practices. This article relies on an analysis of over 300 terrorism prosecutions between 2001 and 2010, as well as twenty full trial transcripts, content-coding, and traditional legal analysis, to show the continuity of criminal justice over this time in regard to some of the most controversial supposed developments. This continuity belies the common assumption that current extreme policies and limitations on the due process are a panicked response to the terror attacks of 2001. On …

Devolution as practiced in much of the world is decentralization of program authority and responsibility to achieve greater administrative efficiency or program standards. Devolution as practiced by the Bush administration and the Republican Congress is not that, nor is it a diminution of federal power and the strengthening of states’ rights. Rather, it is a radical restructuring of government to prevent the expenditure of funds for traditional Democratic programs of the New Deal and the Great Society, and to prohibit states from being either more generous in social programs or more stringent in regulating industry than this administration desires.

This paper presents my findings from an Independent Study Project conducted over a three-­‐week period in Belfast on the role of community arts in a transitioning society, with a focus primarily on youth. I have found three themes concurrent with my research being that community arts can boost self-­‐confidence and build positive identity, they can be used as a tool for addressing difficult issues, and finally, that community arts can unify a community. The arts, as a cause of these themes, have the potential to help a society transition and transform from conflict.

Author Michele Dillon conducted a case study of community change in Coös County, New Hampshire, for two-and-a-half years (June 2009-December 2011) to investigate how local community leaders in Coös assess the initiatives, challenges, opportunities, and progress in the North Country during this time of economic transition. Her primary data-gathering method included personal interviews with community leaders, supplemented by observation, documentary, and survey data. Dillon discusses how there is a strong consensus among community leaders that Coös needs to work together as a county with a unified vision and voice while respecting the specific character, strengths, and needs of each local …

This report is the outcome of a month-long exploratory study on youth work in Northern Ireland regarding sectarian issues. It is an investigation of how sectarianism transfers from generation to generation, and how this often results in cycles of violence. The goal of this exploration was to find out what efforts are being made to combat this cycle at a youth level, and gain a more nuanced understanding of how these efforts can be effective. This report is the outcome of a month long study of space and territory in North Belfast. Data was obtained by way of qualitative methods using focused interviews and mapping, within theoretical frameworks from sociology and human geography. Segregation, space, and demographic change are explored as factors of localized territorial conflict. This theory is applied to the Crumlin Road Gaol and Girdwood Barracks regeneration project in North Belfast, where the contentious issue of housing on the site has stalled other development. Taking the 2011 Assembly Elections as my focal point, I conducted a number of interviews with candidates and supporters, attended meetings and rallies, and participated in neighborhood canvasses. These experiences led me to two contrasting conclusions: in many ways the Left in Northern Ireland appears disconnected from contemporary political scene; and the Left has an important critique to offer the region regarding Sectarianism, the economic collapse and post‐Good Friday Accords politics. Racial events that reveal the larger forces of racism in society are common and obvious in the sociospatial realm we term the backstage, especially in situations where whites interact with white friends and relatives. Backstage settings, where interactions typically take place among whites only, involve an array of complex interactions and performances. There we observe all dimensions of racial events-- indications of who is allowed and not allowed in the backstage, what racialized performances are tolerated or expected there, the sociospatial character of contexts, the impact of conventional racial framing, and the pervasive influence of the larger society. Chicago's Home For The Aged And Infirm Colored People: A Paradigm For Examining Community Viability Among African-Americans In 20th Century Chicago, Susan C. Reed, Nancy Davis

For decades. African Americans, faced with enortnoiis exclusion by the majority population, built hundreds of social institutions to provide basic services for their commutiities. The history of the Chicago's Home for Aged and Infirm Colored People illustrates changes in African American leadership in community institutions that coincided with shifting demographic patterns and the rise of the Civil Rights movement. Middle class leaders retnaitied committed to the home after migration accelerated and decreasing membership in women s social clubs diminished available resources. Implications for the historical role of the Black middle-class in sustaining comtnunity institutions are discussed.

Therefore, in accordance with the National Environmental Policy Act, the Corps of Engineers is required to prepare an environmental impact statement (EIS) on the project. A federal plan or project such as Dickey-Lincoln should take into account its effect upon man's health, safety, welfare and economic well-being, as well as effects upon the surrounding environment. On March II and I2, I974, a citizen's panel assembled in Harlan County, Ky., to investigate conditions surrounding the then eight month old coal miner's strike against Duke Power Company's Brookside Mine in Harlan. The panel heard testimony from more than fifty witnesses on the issues involved in the strike, and went on an inspection tour of the Brookside Coal Camp.
