The Impact Of Hours-Of-Service Regulations On Transportation Productivity And Safety: A Summary Of Findings From The Literature, Hokey Min

Since driver fatigue has known to be the primary cause of serious truck crashes, the Federal Motor Carrier Safety Administration (FMCSA) has attempted to implement new hours-of-service (HOS) regulations that aimed to promote safer driving environments. The new HOS regulations effective on October T‘ of2005, however, may lead to substantial cost increases for the trucking industry which will in turn hurt shippers and ultimately customers. For instance, motor carriers may need to hire additional drivers to comply with new HOS regulations requiring that drivers be placed out of service until they accumulated enough off-duty time. Location awareness, the ability to determine geographical position, is an emerging technology with both significant benefits and important privacy implications for users of mobile devices such as cell phones and PDAs. Location is determined either internally by a device or externally by systems and networks with which the device interacts, and the resultant location information may be stored, used, and disclosed under various conditions that are described. This article presents a critique of the Copenhagen Consensus Center's(CCC) exhaustive study on transnational terrorism, published in 2008.The implications of this study are controversial, yet highly relevant in today's economic environment. The Obama administration must come toterms with fiscal realities that will challenge budget priorities and invigorate what will undoubtedly prove to be tough negotiations on Capitol Hill for homeland security dollars. It is proposed here that standard economic tools such as benefit cost analysis, cost effectiveness criteria, and simulation models can help identify areas where security can be either extended or improved using fewer resources. Developmental states are criticized for rapid “industrialization without enlightenment.” In the last 30 years, China’s breathtaking growth has been achieved at a high environmental and food safety cost. This article, utilizing a recent survey of China’s livestock industry, illustrates the initiating role of China’s developmental state in the exponential expansion of the country’s livestock production. The enthusiastic response of the livestock industry to the many state policy incentives has made China the world’s biggest animal farming nation. Shortage of meat and dairy supply is history. Inter-organizational collaboration is becoming more common. When organizations collaborate they often do so in partially distributed teams (PDTs). A PDT is a hybrid team that has at least one collocated subteam and at least two subteams that are geographically distributed and communicate primarily through electronic media. While PDTs share many characteristics with both traditionally collocated and fully distributed teams, they also have unique characteristics and issues.

Retention And Job Satisfaction Among Local Law Enforcement, Lisa N. Parron

This thesis is an exploratory study which examines the retention of police officers in the Norfolk Police Department. Focus group interviews with nine police officers provided the data for this study. Participants described aspects of their job that they enjoy and aspects of their job that could be improved. Themes identified include working conditions, supervisor relationships, interpersonal relationships, pay, responsibility, achievement and recognition, and appeal of the job.

This research was aimed at revealing what officers like and dislike about their job in order to reduce voluntary turnover and increase retention.

This article examines the compensation of top managers of nonprofits in the United States using panel data from tax returns of the organizations from 1992 to 1996. Studying managers in nonprofits is particularly interesting given the difficulty in measuring performance. The article examines many areas commonly studied in the executive pay (within for-profit firms) literature. It explores pay differences between for-profit and nonprofit firms, pay variability within and across nonprofit industries, managerial pay and performance (including organization size and fund raising) in nonprofits, the effect of government grants on managerial pay, and the relationship between boards of directors and managerial …

This is an ethnographic study of police deviance and police reform. This study investigates how organizational members rationalize the torture they perpetuated in the past, how they explain their sensemaking process and organizational identity change during the change process using empirical data from a counterterrorism division of the metropolitan police department (MPD) in a prospective member state of the EU.

Location-Based Services For Emergency Management: A Multi-Stakeholder Perspective, Anas Aloudat, Katina Michael, Roba Abbas

This paper investigates the deployment of locationbased services for nationwide emergency management by focusing on the perspectives of two stakeholders, government and end-users, in the cellular mobile phone value chain. The data collected for the study came from a single in-depth interview and open comments in a preliminary end-user survey. The themes presented have been categorised using a qualitative analysis. The findings indicate that although governments and end-users believe that location-based services have the potential to aid people in emergencies, there are several major disagreements over the proposed deployment. Recent U.S. high consequence events have clarified the importance of government collaboration with industry. The benefit of such collaboration was one of the most important lessons learned from Hurricane Katrina. The resources owned and controlled by American industry dwarf those available to local, state and even the federal government departments. Better agreements and incentives to bring the full capabilities of industry squarely into the national response agenda will be indispensable in effectively responding to large-scale catastrophes.
