The port industry is facing a dramatic wave of changes that have transformed the structure of the
industry. Modern seaports are increasingly shifting from a “hardware-based” approach towards “knowhow intensive” configuration. Choosing Web content management software from the myriad of choices available can be a critical decision any organization. However, this decision becomes an even greater concern for nonprofit organizations with limited IT resources, technical skills, and financial resources. In this paper, a methodology is introduced that describes a step-by-step approach to selecting Web design software for organizations with extremely limited resources. The proposed I_CARRE methodology was developed using an action research approach and introduces several fundamental project management concepts, as well as some widely available tools.
