Examining the flow of people moving into and out of Massachusetts over the last decade reveals a state in transition. Our analysis of the Census 2000 data shows that native-born middle-class families are migrating in increasing numbers to other New England states, while smaller numbers of highly educated, highly mobile professionals are arriving in Massachusetts. But, with many choices about where to work and live, there is no guarantee that these workers will make the Bay State their permanent home.

In this respect, Massachusetts is no different from other states with knowledge economies. It is increasingly dependent upon a supply …

While there is a substantial body of economic theory about compliance and enforcement in emissions trading programs, and readily available information about how existing emissions trading programs are enforced, there are no empirical analyses of the determinants of compliance decisions in emissions trading programs. This paper contains preliminary results from laboratory experiments designed to examine compliance behavior in emissions trading programs.

There has been a great deal of news recently about the rising prices of housing in Massachusetts. There have been 380 articles in the past year on housing in the Boston Globe alone, according to Lexis-Nexis, and most of these discuss the lack of, construction of, or need for affordable housing units.1 One of the reasons cited for the increase in housing prices is the lack of construction of new housing units in all price ranges.

Exogenous Targeting Instruments With Heterogeneous Agents, John M. Spraggon

This paper investigates the ability of ambient pollution instruments to induce a group of heterogeneous agents to choose a target outcome. Six controlled laboratory sessions were conducted with heterogeneous agents facing ambient pollution instruments with lump sum or proportional fines and bonuses. Sessions are compared with a study of these exogenous targeting instruments and homogenous agents using complete information and certainty [25]. The data show that contracts can indeed be developed that induce heterogeneous groups to choose the target outcome; however, substantial inefficiency and inequality were observed.

The imputed links between media coverage of sport events and induced demand for host cities and destinations are discussed. Because it is so difficult to prove a causal link between media coverage and new demand, attention to improving media management of events is warranted. In this research case studies of media management for sport events in Gold Coast, Australia, were employed to assess stakeholder collaboration and media management methods. Practical implications are derived, and concepts are advanced for improved media management.
