The Tivoli America site by dint of Exposition history, location, and available land was in a position to function as the principal entertainment and recreation focal point for downtown Knoxville. It could serve as a catalyst for other downtown recreation and entertainment-oriented projects at Old City, Gateway Village and Volunteer Landing. The project became known as Tivoli America. It is an appraisal of the market value of Fiesta Texas, defined as the value a willing buyer with a strong interest in the San Antonio market would likely be willing to pay for the park assets including its land. In addition, a future value of the park in the year 2005 was also calculated based on likely strategic planning goals in a workout approach to be carried out by the present ownership.

Since July 1964, the Delaware River and Bay Authority (DBRA) operated a car ferry service linking Cape May, New Jersey to Lewes, Delaware across Delaware Bay. The ferry served as general transportation as well as a tourist sightseeing excursion service. DBRA engaged in a comprehensive master plan to redevelop and modernize landside terminal facilities at both ends of the route with the goal of increasing operating efficiency, and adding visitor services, and amenities including enhanced shopping, as well as adding revenue generating attractions to offset ferry operating deficits.
