In the ASEAN Charter, all member states are committed to common political values such as human rights, fundamental freedoms, democracy and the rule of law. These political values, as well as related political institutions and structures, are predominantly of Western origin. This exploratory article attempts to interrogate the emerging responses of the traditionally powerful Singaporean city-state as it is confronted by the upsurge of social media networks. This inquiry is premised on the assertion that Singapore’s city-state, historically dominated by the People’s Action Party (pap), acts as an overall enforcer by employing tactical globalization. In its drive towards development and nation-building, the city-state has identified protecting social cohesion among its diverse and multicultural population as one of its key vulnerabilities. This inquiry attempts to address the question: How has the Singapore city-state used its education system in integrating three important cornerstones of nation-building? Using selected data from the National Orientations of Singaporeans Survey complemented by policy documents, this article explores three specific questions: (1) How is citizenship education pursued? (2) How is national identity forged? And (3) How is political socialization engendered? The inquiry concludes with challenges that the Singapore education system faces as it tries to address its nation-building project.

The Philippine Department Of Education: Challenges Of Policy Implementation Amidst Corruption, Vicente Reyes

This inquiry interrogates the experiences of local implementation actors of the Philippine Department of Education as they navigate through reform efforts within systemic corruption. Departing from dominant analytical paradigms centred on patron– client frameworks, the article introduces the typology of complex linkages where local actors play their roles as they find themselves trapped in between the powerful discourse of reform on the one hand and corruption on the other. Empirical findings of how local actors make sense of the challenges of reform amidst corruption as well as reflections towards greater analytical clarity are proposed.

This article contextualises corruption and implementation as it occurs in the Philippine Department of Education (DepEd). Described as a national agency suffering from 'systemic corruption,' an in-depth qualitative case study analysis of one of its programmes is imperative. The Programme on Basic Education (PROBE) hailed as a success and which has managed to be relatively free from corrupt activities is the focus. Providing findings from a study undertaken on PROBE participants from the three main islands of the Philippines, this article analyzes the various organizational factors that have an impact on the prevalence and absence of corruption and the enabling …
